President signs decree supporting agrarian sector

President Victor Yushchenko has signed the Presidential Decree ‘On measures aimed at improving financial situation of the agrarian sector of economy and development of animal husbandry”.

President Victor Yushchenko awarded distinct figures of Kyiv with national decorations on the occasion of the Day of Kyiv.

He congratulated those present on the holiday saying that Kyiv is no ordinary city on the map of Ukraine.

President meets Security Service head

President Victor Yushchenko met with Security Service Head Valentyn Nalyvaichenko.

At the meeting the Security Service Head reported to the President on the results of joint work of the Service and Office of the Prosecutor General in fighting crime in banking sector.

“Prosecutor General’s Office and the Security Service dedicated their attention to first of all fighting corruption in banking, particularly illegal transfer of budgetary funds abroad”, - said Valentyn Nalyvaichenko.

President Yushchenko instructed PG's Offeice and Security Service to begin work with the NBU to deprive banks that were involved in corruption schemes of their licenses. He also requested that all the authorities informed Ukraine’s international partners on the development of investigation.

President meets Speaker of Swedish Parliament

President Victor Yushchenko met with Per Westerberg, Speaker of the Riksdag (Parliament) of Sweden.

At the meeting sides have discussed parliamentary cooperation between Ukraine and Sweden, some questions of bilateral cooperation, Ukraine's aspiration to join the EU and Eastern Partnership project, etc.

President Yushchenko expressed hope that the second half of 2009, when Sweden will hold presidency in the EU, would be favorable for further development of Ukraine-EU relations. He said that Ukraine expects that the next Ukraine-EU Summit, to be held in Kyiv at the end of 2009, would be no less successful than the last one held in Prague on September 9, 2008.

It is important that all political agreements reached at the Prague Summit were fixed in future Association Agreement, Victor Yushchenko said, reminding also that Ukraine insists on the Agreement specifying conditions of introduction of visa-free travel between Ukraine and the EU.

The names of the programs which you oversee contain the word "Future"-Children's Hospital of the Future, the conference "Education in the Future". What does the Future mean to you? How do you see the future of the world, Ukraine, your and your children's future?

K.Y. Children are the future of a nation, our message into the future. Our country's and our people's future depends on them. We must know and come to terms with our past to fully utilize and make decisions about our present and to plan and work toward the best future possible for ourselves and our children. That is why, all the programs of our Foundation, Ukraine 3000, fall into three categories: Ukraine Yesterday, Ukraine Today and Ukraine Tomorrow. The very name of our Foundation is forward looking - we want to help build a society and a future that will carry Ukraine and its people forward throughout this new millennium.

Every individual and every nation represents a sum of their past experiences. Ukrainian history is filled with glorious and tragic occurrences, times of heroism and times of betrayal.

If we do not appreciate this culture, this history, if we do not preserve it, who will? Foreign countries and cultures are like friends and neighbors, whom one should respect, enjoy, learn from, like and even adore. But Ukrainian culture is like one's own family, it deserves and requires more love, more responsibility. Our great prophet Taras Shevchenko told us to do so. "Learn from others but do not forget what is yours."

I am an optimist by nature and by religious belief. On the other hand, like every parent, I fear for the future and the world that we leave to our children. I fear the outbreak of war, violence, environmental problems.

I realize that my generation has been utterly fortunate not to have to live through the wars, famines, political and religious repressions of our parents and grandparents. My family works every day to ensure that our descendents also have this great fortune of circumstance and opportunity.

How can we rise a healthy generation if the healthcare reforms has stuck, and the state child and maternity support programs prove to be inefective?

K.Y. We strongly believe that it is time for Ukraine to offer the best medical treatment to all of our children, even those who have been given such tragic diagnoses as cancer, leukemia, genetic disease, organ disease. These diagnoses can be given to any one of our children, and it is absolutely unacceptable that currently the only hope these children have is to be treated abroad.

That is why we are fully committed to our Children's Hospital of the Future project. We already have begun training qualified personnel, have developed a world-standard architectural plan and a fully-encompassing medical program, have gone through all the steps to obtain a land plot, and have raised funding to begin the construction of this very necessary facility this year and buy some of the key technical equipment.

Several days ago, I returned from a conference in northern Italy, where our hospitals Ohmatdyt, Rivne and Zakarpattia Oblast Children's Hospitals signed agreements to work with a network of hospitals in Italy to treat our children and train our doctors. During that trip, I had a touching moment to observe an operation on a facial tumor of a Ukrainian girl, the ninth child who has already received treatment under this particular partnership with the Italians. Thousands of other children have also been cured in Ukraine and abroad in the framework of our Hospital to Hospital program.

Our newest program is called "Dreams Come True", where we try to fulfill the dreams of children suffering from cancer and leukemia. Sometimes these wishes are small material things - toys, books - other times they involve meeting someone famous whom they consider a hero. We give these gifts and arrange these get-togethers quietly, usually without any media whatsoever. I am grateful to those individuals in sports, music, politics and business who have responded to our requests and found the time and resources to fulfill these small but oh so important desires.

Can you compare Ukraine today to Ukraine you saw first? What has changed?

K.Y. Ukraine today is much different from the country I first saw and fell in love with. Kyiv has become a true European capital. People now have the right to vote and freedom of speech. Ukrainians are able to travel to other countries and return home with European standards of living, education, business skills. Ukrainians no longer have to hide their spiritual values, they are not afraid to be arrested for their faith in God.

I first came to Ukraine in 1975, when I was 13. This trip left many conflicting impressions. Standards of life were low, people were poor. I remember being surprised at how rude salespeople in shops could be. But I loved Kyiv from the very beginning. The people I met were well-educated and intelligent, kind and very hospitable.

At 13 I visited a part of a totalitarian empire - obedient, dull, and controlled. Today I live in a powerful, independent state with a unique spirit and progressive goals.

Though I visited Ukraine several times after 1975, I moved here in 1991. In the beginning of the 1990s, after decades of Communism, Ukraine was a fragile state. At that time, many leading world politicians even doubted Ukraine's future as an independent state.

Today this situation is radically changed. We can now state clearly - the Ukrainian state is here to stay. Today I can say confidently that the democratic changes in our country are irreversible. Even more, today our state is seeking its place in the union of European countries and the Euro-Atlantic community, the richest and most developed nations on the planet. Of course, we still face many obstacles along this path that we must overcome, but in the beginning and mid 1990s only true optimists believed these perspectives were possible. Today they are a reality.

Do you consider Ukraine a free country? What does freedom mean to you?

K.Y. Ukrainians demonstrated their aspiration for freedom to the world in 2004, when they came out on the Maidan. I know that many people in Europe, America, Canada and other countries were very moved. They told me: "You reminded us of the price of freedom, and you did this beautifully, with smiles, positive emotions, peace and you became role models for us." In 2005, Freedom House put Ukraine into the category of "free countries" for the first time, and we became a part of the free world. I am certain that we will not go back.

For me, responsibility is key to freedom. I believe that Ukrainians are beginning to be more responsible for their country, their region, their community, their family and themselves.

European society is characterized not only by formal rules, but also unwritten moral values, what can be called a common European spirit. Do you see signs of this spirit in Ukraine?

K.Y. Ukraine is not just a country that strives to be a part of Europe, it is indeed one of the creators of today's Europe. Our ancestors were integral to the formation of Europe's political history and philosophy, its economy, its musical and literary culture. And our diaspora, in the past and over the recent decades, has also had its impact.

I believe that over the last few years we have done a great deal to build a society based on European values. Seventy years of communism, however, did much to ruin the faith and spirit of Ukrainians. Many aspects of life were linked to materialism, while high moral values were purposefully moved to the sideway.

In time, fundamental European values such as faith, a feeling of responsibility not only for each other, but also before God, will triumph. These processes many take a while, but when I visit universities, I see that our youth already possess a different mentality, they already think as Europeans.

How do you think values of humaneness are being established at the state, institutional and individual levels?

K.Y. Humaneness is not just the result of certain actions. It is a state of the soul, the state of our society. I am glad that over the past years there has been significant progress in the humanization of Ukrainian society, of the Ukrainian state.

National programs aimed at resolving the problem of homeless children, creating family-type homes have become a state priority. The state is also beginning to improve its policies toward the disabled. We are creating better legal norms to regulate and encourage charitable activity, though there is still much to be done in this area.

At the institutional level there has been much improvement. Charity and philanthropy in Ukraine are becoming the norm. Not only are new charitable foundations being created, but those involved in charity are uniting to make their assistance more effective for those who require it.

Last year, I took part in a program at the Davos Forum that discussed charity around the world, and I was proud that Ukrainians could talk not only about the charitable traditions of our past, but about dozens of new initiatives that met world standards of good deeds and societal responsibility.

In your opinion, what are the key questions facing humanity today? How can Ukraine help to resolve them?

K.Y. I am not being original when I say that humanity is at a crossroads and faces a number of global challenges, and that our future depends on resolving these challenges.

These primarily include AIDS, the poverty of two-thirds of the world's population, and global ecological concerns. Ukraine plays an important role in the work of global institutions addressing problems facing humanity today and a number of international organizations operate in Ukraine.

President Yushchenko has made the fight against AIDS and tuberculosis a state priority. The state looks differently at family and children's issues also. As a result, in 2006 we saw an 8 percent rise in our birthrate, the first since our independence. In three regions we have even seen a positive growth in the number of births versus deaths.

Russian director Andron Konchalovsky said that he is planning to make a film about Ukraine in the times of Leonid Kuchma. If a film were made about the times of Victor Yushchenko, what episodes would you expect to see?

K.Y. Unfortunately, many films reflect only the thoughts and points of view of those who fund them. I think that now is not the time to make political films, but to work. The times of President Kuchma are behind us, and it is possible to draw conclusions. The times of President Yushchenko are not over, and we are living through them together and creating them together.

I think that future films about the times of President Yushchenko will be films about freedom and the renewal of society, that they will be emotional and engaging.

What qualities do you most value in men?

K.Y. I grew up in a family where my parents treated each other with great warmth, respect and love. For me, the example of a real man was and remains my father, who lived a difficult but dignified life and who was able even in a strange land to keep in his heart a little part of his homeland.

In my opinion, the best male qualities are dependability, common sense, wisdom. This is a man who believes in God, does not forsake his principles, this is a patriot who knows and respects the history of his people, his culture and traditions. This is a man who knows how to tell the truth, no matter how bitter it is. This is a man who works hard at work and at home. This is a father who serves as an authority figure for his children.

All these qualities, which my father had, I also found in my husband. This is also how I wish to raise my son.

Where is it easier to be a woman, in the US or in Ukraine?

K.Y. I was always impressed by Ukrainian women - they are strong and good, feminine and courageous, good professionals and wonderful mothers. Women were always the basis of the Ukrainian family, our traditions, mentality.

I knew many great Ukrainian women in America, who were never afraid to work even in difficult times. For me, Ukrainian diaspora mothers were always role models. Week after week, year after year they worked in our churches, schools and youth groups. They made varenyky and sold them, and with the money they raised they built churches, supported homes for senior citizens and hospices for the sick.

A great advantage of America that rarely exists elsewhere is that almost any person can rise to high position, and almost any well-placed person can fall. There really are equal rights for all, including women.

I think that in Ukraine we have seen a lot of progress in this area. I believe that the lives of women in Ukraine can be improved if we create more economic opportunities for women, help them find dignified jobs at good pay, give them a chance to combine work and family.

I have the opportunity to see many of our women who work in education, medicine, culture and other areas. And I am constantly impressed with their beauty, intelligence, strength and optimism. I believe in Ukrainian women and that the role of women in Ukraine, which was always important, will obtain the level necessary in today's world.

I would like to see every woman realize herself in all aspects of her arduous existence on Earth. Without a doubt, I wish all women happiness in their family lives, a good husband and children. But it is also important that a woman is able to fulfill herself as an individual and a professional. Then she will be respected more by her husband and children and, most importantly, her own self-worth and self-respect will be greater.

President grieves over Bulgarian bus crash victims

President Victor Yushchenko wrote a letter of condolence to President Georgi Parvanov of Bulgaria on the occasion of Bus crash that occurred May 28 near the town of Yambol in southeastern part of the country.

 

President visits Shegyni-Medyka border checkpoint

Within the framework of his working visit to Lviv region President Victor Yushchenko visited Shegyni-Medyka boarder checkpoint at Ukrainian-Polish border.

 

President visits Shegyni border guards unit

Within the framework of his working visit to Lviv region, President Victor Yushchenko visited Shygyni border guards unit.

He took part in the opening of the new administrative premises of the unit, was shown the workplaces of the staff, the control center, museum of unit's history and the dormitory for unit's staff.

Speaking to frontier guards President Yushchenko thanked them for their service, congratulated them on Frontier Guard's Day, adding whishes of sound health and happiness and presented national decorations.

President visits Lviv football stadium construction site

Within the framework of his working visit to Lviv region, President Victor Yushchenko visited the construction site of the Lviv football stadium.

After seeing the stadium at the construction headquarters building the President held a consultative meeting,  participants of which where Vice Prime Minister Ivan Vasyunyk, Lviv Regional Administration Head Mykola Kmit, Deputy Chief of Staff Yuriy Bohutsky, Deputy Minister for Family, Youth and Sports Rostyslav Karandeyev, Lviv Regional Council Head Myroslav Senyk, Lviv Mayor Andriy Sadovy, Chairman of the State Export-Import Bank, Viktor Kapustin.

President visits Ukrainian Catholic University of Lviv

In Lviv President Victor Yushchenko visited Ukrainian Catholic University where he met with students and faculty.

In his address President Yushchenko pointed to important role the church plays in consolidation of citizens around building up the new Ukraine. According to him it is important that spiritual and cultural values were preserved "so that people could reach better understanding of their destiny through them".

At the meeting the President also invited the rector of the Ukrainian Catholic University Borys Gudziak to take part in the presidential official visit to Vatican on June 1 as a member of the official Ukrainian delegation.

 

President writes letter to PM

President Victor Yushchenko wrote a letter to Prime Minister Yulia Tymoshenko requesting the Government to find additional funds in the 2009 budget for payment of one-time money award to women who were and will be granted ‘Heroine Mother' title in 2009.

President goes to Lviv region

President Yushchenko went with a working visit to Lviv region.

Within the framework of the visit Victor Yushchenko will visit Lviv stadium construction site, Shegyni boarder checkpoint and Ukrainian Catholic University.

President meets Kharkiv Regional Administration Head, Kharkiv Mayor

President Victor Yushchenko met with Kharkiv Regional Administration Head Arsen Avakov And Kharkiv Mayor Mykhaylo Dobkin. Participants of the meeting have discussed further preparation of Kharkiv to holding EURO 2012 finals.

Among topical questions in preparation of the city to the event President Yushchenko named completion of the reconstruction of the stadium, building hotels network and development of transport infrastructure.

He also informed that starting with next Wednesday he would hold separate consultations with every city scheduled to host EURO 2012 events, which would be dedicated to forming lists of objects to be built and financing schedules.

State FinMonitoring: Financial intelligences of Ukraine and USA sign Cooperation Agreement

Today in Doha, Qatar the head of the State Committee for Financial Monitoring of Ukraine Ihor Cherkaskyi and Director of Financial intelligence of the United States of America (Finsen) James Fries have signed Agreement on information exchange and cooperation between the financial intelligences of Ukraine and United States of America.

The Agreement was signed within the frames of a plenary session of the Egmont Group and meeting of heads of financial intelligence subdivisions, held in the city of Doha, Qatar.

Ihor Cherkaskyi noted cooperation between the financial intelligences of Ukraine and the US will acquire another level after signing of agreement today, especially in the part of information exchange and carrying out joint investigations concerning crimes related to money laundering.

The State Financial Monitoring Committee has signed 41 cooperation agreements with FIUs including 17 agreements with FIUs of EU countries and 17 with the NATO member-states.

President meets NBU Chairman

President Victor Yushchenko met today with National Bank Chairman Volodymyr Stelmakh.

At the meeting sides have discussed recapitalization of banks, the external pay-sheet upon which the forecasts of foreign currency flow-out are based, necessity to alter some resolutions of the NBU, etc.

 

President meets Minister for Family

President Victor Yushchenko met today with Minister for Family Youth and Sports Yuriy Pavlenko. At the meeting the officials have discussed arrangement of summer 2009 vacation for children.

Opening the meeting President Yushchenko informed Minister Pavlenko that he had signed the decree "On Summer 2009 vacation for children" and the Law on functioning of ‘Artek' and ‘Moloda Gvardiya' summer camps and addressed the Minister with the request to take problems of last year in facilitation of summer vacation for children into account.

President gives interview to Russian 'Nezavisimaya Gazeta'

President Victor Yushchenko gave interview to Russian ‘Nezavisimaya Gazeta' newspaper.

In the interview President made comments on internal political situation in Ukraine, particularly told about the concepts in the draft amended Constitution and the position of main political forces on the draft Basic Law.

President expects soon agreement on Kyiv Regional Administration Head candidature

At his press conference in Korosten, Zhytomyr region, President Yushchenko said that the Secretariat and the Government will soon coordinate the candidature of Kyiv Regional Administration Head.

He explained that he could not approve Valeriy Pustovoitenko’s candidature proposed by the Government because Mr. Pustovoitenko has reached pensionable age and is not a civil servant.

President disagrees that there are grounds for Defense Minister dismissal

At his press conference in Korosten, Zhytomyr region, President Yushchenko said that Prime Minister’s request for dismissal of Defense Minister Yuriy Yekhanurov was dictated by the wish to disrupt proper functioning of executive branch in order to concentrate executive power in one hands.

He said that such practice is dangerous for state authorities system because collective nature of the cabinet is destroyed with professionalism and rapidness of the Cabinet suffering.

Also Victor Yushchenko stressed that he familiarized himself with the report on the results of checkups in Defense Ministry and does not see any grounds for accusing the Minister of corruption. “There is nothing more here but politics”, - he said, adding also that he will not address the parliament with the request for Yuriy Yekhanurov's dismissal from the office.

President Victor Yushchenko offered his condolences to families and relatives of victims of May 24 bus crash near Lviv and wished recovery to the survivors.

President takes part in 'Authorities and business are partners' Forum

President Victor Yushchenko took part in the sixth forum for businessmen and representatives from all levels of state authorities "Authorities and business are partners".

In his address at the event President Yushchenko pointed to substantial progress reached since last forum in resolution of the most critical problems of businessmen in Ukraine. According to him the reform of regulation policy was conducted, 9 thousand legal acts were revised and 5 thousand were revoked or altered, the Law on Permits System was approved introducing European principles in the process of issuing permits for businessmen and simplifying the procedure, etc.

At the same time, Victor Yushchenko said, only two of the decisions approved at the last forum were actually implemented: Business Council by the Cabinet of Ministers was restored and National Report on the state and perspectives of development of business in Ukraine was prepared.

He stressed that free development of business in Ukraine is still affected by excessive number of inspection authorities and that the Government still sometimes uses these authorities to impose pressure on business in order to fill the budget. According to Victor Yushchenko such a policy is wrong in the time of economic and financial crisis.

President also said that reforming of regulatory and permits system is slow and that it harms competitiveness of Ukrainian business and slows down introduction of new technologies.

Speaking about supporting national business during the crisis President Yushchenko also pointed to importance of restoring crediting for businessmen as the situation at currency market begins to normalize and foreign trade balance is improving.

President takes part in 'Freedom on Inter' talk show

During the program participants discussed such subjects as challenges to national security, the economic crisis, etc.

State Customs Service: Ukrainian-Hungarian meeting of customs officials held

The head of the State Customs Service of Ukraine Anatolii Makarenko held an official meeting with head of Customs and Finance Guard of the Republic of Hungary János Nagy in Záhony on May 21. The Ukrainian party was also represented by director of Department of Customs Control of the State Customs Service Anatolli Serbaylo, director of Department of International Relations Oleh Ovchinnikov and head of Chop Customs Yosyp Shtrobla.

In the course of meeting heads of customs offices of Ukraine and Hungary discussed urgent issues of cooperation between customs bodies of the two states. Among the top-priority ones are exchange with statistical data concerning movement of goods and transport vehicles via customs borders of the countries. In the future it will give chance to analyze movement of goods and coordinate activity of the customs structures. The head of Customs Administration of Hungary assured his Ukrainian colleagues that the Hungarian party would render to the customs bodies of Ukraine maximal aid in the area of data communication.

Moreover, János Nagy and Anatolii Makarenko defined main directions of cooperation between Ukraine and Hungary in the framework of interaction with the World Customs Organization and the European Union.

At the meeting sides discussed the role of the Parliamentary Assembly in realization of economic potential of BSEC member states.

Ministry of Transport and Communications: Anti-epidemic regime strengthened to prevent swine flu virus

Ministry of Transport and Communications of Ukraine is taking a series of measures to prevent penetration of a swine flu virus to the territory of Ukraine.

According to the Local Action Plan of the Ministry of Transport and Communications on prevention of penetration of swine influenza on the territory of Ukraine, in May anti-epidemic regime has been intensified and disinfection measures held in the places of mass concentration of people (airports, railroads, sea and river ports).

Instructions of crews, conductors, air stewards and other concerned personnel providing services to passengers have been conducted in order to familiarize with main symptoms of the flue and order of implementation of prophylactic measures in cases of revealing sick persons with signs of this disease.

The store of disinfection means and detergents afforded for use by the Ministry of Health have been accumulated. At the transport enterprises a store of gauze bandages, rubber gloves, protective glasses have been created to ensure individual protection of employees engaged into activity with passengers and transport.

At medical posts of railway and sea terminals and airports the rooms for temporary isolation of those coming from the countries where swine flu is claimed have been determined.

Medical and sanitary after-trip examination of crews of ships, trains and passengers is carried on for those arriving from the countries with the fixed cases of swine flue.

Among the other prophylactic measures is raising awareness of the population. In particular, among employees of the branch, passengers in waiting rooms, near booking-offices, inside transport means the Booklets on preventive measures for A(H1N1) flue virus are spread, while on the travel line and in crowded places an information concerning signs of the flue and the need to use personal hygiene means is announced via loudspeakers.

President Yushchenko meets BSEC Secretary General Chrysanthopoulos

Within the framework of his visit to Turkey President Yushchenko met with Secretary General of the Organization of the Black Sea Economic Cooperation Leonidas Chrysanthopoulos.

At the meeting sides have discussed development of cooperation between BSEC member states through implementation of concrete infrastructural projects and programs. Also the President Yushchenko and Secretary General Chrysanthopoulos talked over development of cooperation between BSEC and the EU within the framework of the Eastern Partnership and Black Sea Synergy.

Ukraine should follow UEFA decision and push forward preparation to EURO 2012 - President

In his interview to journalists in Istanbul President Yushchenko said that having selected four Ukrainian cities that will host matches of EURO 2012, the UEFA provided Ukraine with a clear-cut roadmap, which should be followed. “The decision was objective and fair and the principles, it was based upon, deserve respect”, - said Victor Yushchenko making comments on the results May 13 sitting of UEFA Executive Committee.

In his opinion, the biggest problem those responsible for preparation to holding the championship face is achieving the UEFA standards. “Each side responsible for preparation should understand that if a city is not ready to accept 4-5 thousand fans, it is difficult to talk about any preparation”, - said Victor Yushchenko. He also pointed to relatively low level of financing and conducting necessary work in general, and said that Ukrainian side should revise its attitude towards this project, especially in regional centers that will host the matches.

“I have no doubt that three cities beside Kyiv that should do preparatory work until November have chance to see the UEFA revising its decision” - said Victor Yushchenko.

Separately President Yushchenko emphasized that it is necessary to prepare all documentation for government and corporate guarantees for the work on the Euro-2012 project in 3 to 4 weeks.

President holds meeting with representatives of local authorities

In Vinnytsya President Viktor Yushchenko took part in the meeting with representatives of local authorities dedicated to pressing issues in regional and local development.

In his opening remarks President Yushchenko emphasized upon the need to reform authorities system, both central and local governments, which should be significantly strengthened.

Here Viktor Yushchenko stressed that the new Constitution of Ukraine he had suggested would lead the state out of permanent political crisis and bring political stability.  First it is necessary to fix system failures that resulted from corridor alteration the Basic Law in 2004.

He also said that decentralization of power is needed and rise of the role of local government, because effective local government would be the foundation for democratic government in Ukraine.

Separate attention during the speech, Viktor Yushchenko paid to overcoming the economic crisis. Ukraine, he noted, has one of the fastest rate of GDP drop in Europe and CIS. The drop in production in basic industries for the first quarter of the year was 30.1% (according to the Bank National Bank).

During first 4 months of 2009 the industrial production decreased by more than a quarter compared to the corresponding period in 2008. The financial system was undermined when the State budget was built on high rates. This, in turn, caused problems in the social sphere, where it is impossible to ensure timely payment of pensions, salaries, scholarships, and other social assistance. “I Repeat: the budget is unrealistic and should be revised. This is my position. I also mean local budgets”, - President Yushchenko said.

According to the Head of State, distribution of funds of State Budget Stabilization Fund is also questionable because actually it became the reserve fund for the Government.

Victor Yushchenko visits Vinnytsya new administrative services center ‘Transparent office’.

Within the framework of his visit to Vinnytsya President Victor Yushchenko visited the newly built Administrative Services Center ‘Transparent office’.

Speaking at the place President Yushchenko thanked all those who contributed to establishment of the center and stressed opinion that it is a great achievement that now there is a facility, where businessmen will be able to go through all registration procedures quickly.

President Victor Yushchenko met with the Ambassador of the USA to Ukraine William B. Taylor on the occasion of Mr. Taylor’s diplomatic mission ending.

President holds antirecessionary meeting with leadership of the country

President Victor Yushchenko held a consultative meeting with Prime Minister Yulia Tymoshenko, Verkhovna Rada Speaker Volodymyr Lytvyn, National Bank Chairman Volodymyr Stelmakh, representative of the Party of Regions Mykola Azarov and NSDC Secretary Raisa Bohatyryova dedicated to coordination of antirecessionary measures of state authorities.

The agenda of the meeting included two problems: fulfillment by Ukrainian side of the obligations in Ukraine-IMF Memorandum on financial-economic policy and the situation with gas imports.

Speaking about cooperation with the IMF President Yushchenko expressed concerns about slow advance of Ukraine in fulfilling obligations coming out of Ukraine-IMF Memorandum, particularly in the part of adoption of legislative acts aimed at supporting recapitalization of banks and increasing independence of National Bank.

President Yushchenko suggested that those present agreed upon a joint action plan on Ukraine fulfilling obligations before the IMF. According to him the document would represent a positive signal for the IMF and facilitate the talks on receiving the third part of the standby loan.

When speaking about the situation with gas import and trade President Yushchenko expressed concerns about the financial-economic situation at Naftogaz of Ukraine and said that he considers suggestions on solving financial problems of the company through taking new advance payments for transit dangerous and unacceptale.

He requested the Government to present draft new budget of Naftogaz of Ukraine at the next similar meeting in ten days, which would take account of real situation at gas market an stabilize the company.

President to hold coonsultations before signing the Law on Prohibition of Gambling

Speaking at his press conference after taking part in the meeting of the Council of People’s Union Our Ukraine, President Yushchenko informed that he plans to hold additional consultations before approving the Law on Prohibition of Gambling in Ukraine voted by the Parliament on May 15.

According to President Yushchenko the law does not solve the problem and was unprofessional.

Speaking at his press conference at the meeting of the Council of People’s Union Our Ukraine, President Yushchenko said that he still supports the idea of holding early election of the Parliament and the President simultaneously.

Explaining the position he said that de facto there is no majority in the Parliament and it still remains the source of political instability in the state. Beside that, according to Victor Yushchenko, early elections would allow altering currently imperfect electoral system.

“The election should bring the new meaning rather than repeating mistakes”, - said Victor Yushchenko.

In his address to those present Victor Yushchenko said that main aim of the meeting is to strengthen organizational efficiency of the party and choose people who would be able to rejuvenate it.

President meets Speaker of the Council of States of Switzerland

Within the framework of his official visit to Switzerland, in Friburg, President Viktor Yushchenko met with Speaker of the Council of States (upper chamber of Federal Assembly of Switzerland) Alain Berset.

At the meeting sides discussed aspects of Ukrainian-Swiss cooperation.

Sides stressed importance of broadening the dialogue between the parliaments of Ukraine and Switzerland, which would help pushing forward further development of cooperation in all spheres of international relations.

Also sides stressed that the important step in developing trade and economic relations between the two countries would be signature of the free trade agreement between Ukraine and European Free Trade Association.

Beside that Victor Yushchenko and Alain Berset discussed Ukraine's European integration.

The President thanked the Swiss side for its support of the resolution honoring the memory of victims of the Holodomor in Ukraine 1932-33 adopted at the 34 session of the General Conference of UNESCO.

After the meeting Viktor Yushchenko toured the exhibition of Fribourg Museum of Arts and history.

President Yushchenko inites Swiss businessmen to active cooperation

Speaking at the Swiss Economic Forum that was held in the Swiss town of Thun Viktor Yushchenko invited Swiss businessmen to cooperation with Ukraine in energy projects.

"I invite the participants to be active partners of Ukraine in the modernization of its gas transit system and implementation of the Euro-Asian Oil Transit Corridor project",  -  he said addressing those present.

He stressed that the crucial element of Ukraine's policy is participation in the formation of European energy security space. In this context, the President complimented the results of the international investment conference on the modernization of Ukrainian gas transport system, which was held on March 23 in Brussels.

Speaking about sectors of Ukrainian economy that have potential for foreign businessmen President Yushchenko mentioned agriculture, energy, preparation to EURO-2012, etc.

"We have unique sectors, where you could apply your resources, your knowledge», - he said.

Within the framework of his official visit to Switzerland President Victor Yushchenko met with the Swiss National Bank Governing Board Vice-Chairman Philipp Hildebrand.

At the meeting sides have discussed development of cooperation between National Banks of the two countries and steps necessary to overcome consequences of global financial crisis.

President: Ukraine hopes for Switzerland’s support in establishing free trade zone with the EFTA

At his joint press conference with the President of Switzerland Hans-Rudolf Merz, President Victor Yushchenko said that Ukraine hopes for Switzerland’s support in the talks on establishing free trade zone with the European Free Trade Association that had begun on April 29.

Answering the question on possible time of signature of the agreement President Yushchenko said that it is early to speak about that, as the process would be long and complicated. From his part President Merz stressed hope that the talks would not be too long although should come through several stages.

President Yushchenko informed that in today’s talks sides have discussed many questions of bilateral cooperation between Ukraine and Switzerland, including trade and economic ties, science and technology, liberalization of visa regulations, humanitarian cooperation, etc.

He said that sides have affirmed commonality of views on perspectives of development of bilateral cooperation. President Merz added here that “our possibilities of cooperation in economy or science are not yet exhausted”.

Victor Yushchenko also said that during the talks he thanked Switzerland for financial-technical support in inplementation of  projects in such areas as protection of maternity and children, reformation of central and local authorities, etc.

Separately he thanked Swiss side for support of Ukraine’s international efforts aimed at honoring victims of the Holodomor 1932-1933.

President compliments Coonstitutional Court's decision canceling October 25 presidential election

At the press conference in Switzerland President Yushchenko complimented the decision of the Constitutional Court declaring that the date of presidential election of October 25 as appointed by the Verkhovna Rada was unconstitutional.

He also called upon parliamentary forces to respect the constitution and expressed asurance that now the Parliament should make a proper decision on the subject.

President Yushchenko welcomed in Switzerland by President Merz

President Victor Yushchenko was officially welcomed in Switzerland by the President of the Confederation Hans-Rudolf Merz. The ceremony took place at the Lohn Manor in Kehrsatz, Bern.

After walking past guards of honor and hearing anthems of the two countries the two Presidents took part in introduction of Ukrainian and Swiss delegations to each other.

Among those representing Ukraine during the official visit of President Yushchenko to Switzerland were acting Minister of Foreign Affairs Volodymyr Khandogiy, Minister for Culture and Tourism Vasyl Vovkun, National Bank of Ukraine Chairman Volodymyr Stelmakh, Intelligence Service Head Mykola Malomuzh, other officials.

President speaks at Ukrainian-Finnish Business forum

Ukraine is interested in broadening trade and economic cooperation with Finland said President Victor Yushchenko speaking at the Ukrainian-Finnish Business Forum.

He pointed to growth of total turnover between Ukraine and Finland recorded last year and said that it indicates growing interest of Finnish business in Ukraine.

President Yushchenko expressed assurance that the potential of business partnership between the two countries is even higher than the achieved results. As promising, he named such fields of cooperation as the preparation to holding EURO 2012 (according to preliminary estimates, the total cost of infrastructure projects to be implemented before EURO 2012 is about 25 billion dollars), the development of transit infrastructure, energy saving, in which Finland has a unique experience, tourism, etc.

The President also assured businessmen from Finland, that the Ukrainian economy would overcome the consequences of global financial crisis. The first encouraging signals of its recovery according to him are restoration of exports of metallurgical and chemical products, stabilization of currency market, positive balance of foreign trade, etc.
Beside that President Yushchenko reminded that on May 8 the cooperation between Ukraine and the IMF had been restored with the fund approving decision on providing Ukraine with 2.8 billion dollars stand-by loan.

Speaking briefly on the political situation in Ukraine Victor Yushchenko expressed assurance that development of democracy in would continue.

Presidents of Ukraine, Finland honor Holodomor victims

President Victor Yushchenko with his wife Mrs. Kateryna Yushchenko and President of Finland Tarja Halonen with her Dr. Pentti Arajärvi honored victims of the Holodomor 1932-33 in Ukraine by putting flowers near the Holodomor Memorial in Kyiv.

President to sign Decree swithching Odesa-Brody pipeline in forward mode

At his joint press conference with President of Finland Tarja Halonen President Yushchenko informed that tomorrow he would sign a Presidential Decree on switching Odesa-Brody oil transport pipeline in forward mode.

He said that the document would foresee establishment of a working group from representatives of relevant ministries.

Victor Yushchenko also reminded that feasibility study for the Euro-Asian Oil Transport Corridor project on the basis of Odesa-Brody pipeline had been already approved and appropriate Ukrainian-Polish intergovernmental agreement had been signed, therefore all formal decisions oblige the sides to move forward.

Presidents of Ukraine, Finland speak at joint press conference

Following Ukrainian-Finnish talks President Victor Yushchenko and President of Finland Tarja Halonen spoke to media.

In his statement President Yushchenko said that Ukraine considers Finland a firm partner in Ukraine's European integration. According to him within the framework of today’s talks sides have discussed the Eastern Partnership project and development of relations between Ukraine and the EU. “In these process we see a firm partner in Finland, which not only formulates its position clearly, but also provides us with support”, - said Victor Yushchenko. He also said that in the last year substantial progress was made in development of Ukraine-EU relations.

From her part President Halonen also stressed assurance that Ukraine and the Eu have reached much progress in their talks. “Ukraine is a big European country. It has all possibilities to integrate into Europe”, - she said, adding also that Finland would support Ukraine on this path.

President Yushchenko also informed that sides have discussed energy cooperation, particularly the results of Brussels Conference on modernization of Ukrainian gas transport system and Finland’s experience in using alternative sources of fuel.

Beside that in the talks President Yushchenko informed President Halonen on internal situation in Ukraine, reforming of the judicial system and fighting corruption and said that Ukraine would be grateful to Finland for sharing experience in that field.

“Your first visit to Ukraine is a pivotal event in development of relations between our states”, - he said addressing President Halonen.

From her part the President of Finland said that today’s talks were constructive and thanked Ukraine for “good relations with its neighbors”.

MinRegionBud: German companies intend to build airports and stadiums in Ukraine

Minister of Regional Development and Building of Ukraine Vasyl Kuibida has held a working meeting with Extraordinary and Plenipotentiary Ambassador of Germany to Ukraine Hans-Jürgen Heimsoeth and a delegate of German economy in Ukraine Karin Rau.

During the meeting the parties considered conditions of drawing German companies into activity in the building domain of Ukraine, possibilities of realization of investment projects in the building area, in particular in the context of preparation to Euro-2012, and issues of energy effectiveness in the buildings.

The Ambassador briefed the Minister on intentions of German firms to participate in construction of airports and stadiums in Ukraine as well as to build infrastructure objects in the framework of gearing-up of Ukrainian cities to the finals of the European Football Championship of 2012.

Vasyl Kuibida noted when it concerns construction of objects under the state programs, Ukrainian Government welcomes intentions of foreign companies to participate in building of the objects by investing funds under the state guarantees. MinRegionBud: German companies intend to build airports and stadiums in Ukraine

Minister of Regional Development and Building of Ukraine Vasyl Kuibida has held a working meeting with Extraordinary and Plenipotentiary Ambassador of Germany to Ukraine Hans-Jürgen Heimsoeth and a delegate of German economy in Ukraine Karin Rau.

During the meeting the parties considered conditions of drawing German companies into activity in the building domain of Ukraine, possibilities of realization of investment projects in the building area, in particular in the context of preparation to Euro-2012, and issues of energy effectiveness in the buildings.

The Ambassador briefed the Minister on intentions of German firms to participate in construction of airports and stadiums in Ukraine as well as to build infrastructure objects in the framework of gearing-up of Ukrainian cities to the finals of the European Football Championship of 2012.

Vasyl Kuibida noted when it concerns construction of objects under the state programs, Ukrainian Government welcomes intentions of foreign companies to participate in building of the objects by investing funds under the state guarantees. Presidents of Ukraine, Finland open Ukrainian-Finnish talks

President Victor Yushchenko and President of Finland Tarja Halonen opened Ukrainian-Finnish talks.

During the talks sides were scheduled to discuss a broad range of questions in bilateral cooperation between Ukraine and Finland, Ukraine-EU relations, etc.

In Horodetsky House President Victor Yushchenko and President of Finland Tarja Halonen opened their official meeting.

“We expect your visit to become an important stage in development of our bilateral relations. We need the dialogue very much”, - said Victor Yushchenko at the beginning of the meeting.

Other participants of the meeting from Ukraine were acting Minister for Foreign Affairs Volodymyr Khandogiy and Deputy Chief of Staff Andrii Goncharuk.

President welcomes President of Finland in Ukraine

President Victor Yushchenko and his wife Kateryna Yushchenko officially welcomed President of the Republic of Finland Tarja Halonen and her spouse Dr Pentti Arajarvi in Ukraine, who came to our country with the official visit. The ceremony took place in front of the Presidential Secretariat in Kyiv.

President Yushchenko meets President Lukashenko

In the city of Gomel, Belarus, President Victor Yushchenko met with the President of Belarus Alexander Lukashenko tête-à-tête.

Opening the meeting President Yushchenko said that it is a great pleasure for him “to be in friendly Belarus and discuss questions of bilateral relations with President Lukashenko”.

President concerned about the incident involving Yuriy Lutsenko

In response to information in mass media about the incident in Frankfurt Airport involving Minister of Internal Affairs of Ukraine Yuriy Lutsenko, President Victor Yushchenko addressed Prime Minister of Ukraine Yulia Tymoshenko with the request to initiate an inquiry and First Deputy Minister of Foreign Affairs Volodymyr Khandogiy with the request to contact Embassy of Germany in Ukraine and ask it for official information on the incident.

President concerned about situation with the captured Ariana vessel

President Victor Yushchenko expressed concerns about the fact that on May 2 Somali pirates have captured Ariana freight vessel with 24 Ukrainian crewmembers aboard and instructed the Foreign Ministry to apply measures necessary for releasing Ukrainian sailors.
