President Yushchenko's address to the Ukrainian nation

Dear fellow countrymen,

I decided to address you to provide clear and honest information on economic, budgetary and financial situation in Ukraine.

I appeal to you, dear fellow countrymen, to back up the demand to Ukrainian government and parliamentary majority to stop the flow of lie, hypocrisy, aspersions and to immediately, I emphasize that, immediately start acting to save national economy.

The state has absolutely misbalanced financial system.

State institutions are knowingly being ruined because of lack of financing.

I am not speaking of personal accusations now. I leave this dirt aside.

We were witnesses to a witches’ sabbath in the parliament around the question of the National Bank. It was evidently explained by single intention – to gain access to money printing in order to cover losses in the State Budget.

This can result in inflation unseen before.

This can result in social catastrophe.

I am forced to say this to bring politicians round.

Ukrainian industry is falling. People are being fired or forced to long-term leaves.

In Moscow, Prime Minister Yulia Tymoshenko made gas deals disadvantageous for Ukraine.

The contracts do not correspond with my directives. The Prime Minister made that decision personally, without consulting collegial opinion of the government.

The majority, supporting Yulia Tymoshenko, beginning with her block and to communists, must explain this.

The state was put before the fact. The contracts were signed and we must abide by them.

In 2009 Ukraine will have to pay for gas 25 billion hryvnyas more than last year. However, Naftogaz’s profit from the transit remains the same as in 2008.

The Prime Minister undoubtedly knows that finding additional resources to pay for gas is only possible at internal market, meaning increase of prices for the consumers.

Every passing minute is priceless now.

I demand immediate alterations to 2009 State Budget. This is the only way to put things right.

I have warned the government and parliamentary majority, who were authors of this year’s state budget, that the document is a cloud-castle.

For today the government has not collected even a half of the amount of taxes and dues, planned for January.

The cause is the same again – unreal budget.

My conclusions are based on evaluation by Minister of Finance Viktor Pynzenyk.

The opinion of this Minister is decisive in preparation of estimate in any state. Today he is not heard, first of all in the government.

I address Yulia Tymoshenko and the majority she has organized. This is your responsibility.

Respected Yulia Volodymyrivna, you knowingly put unrealistically high numbers and promises into the budget, which you are unable to keep up to today. The funds, including those meant for next repayment of savings, are not concentrated, they are scattered.

I address each deputy from Yulia Tymoshenko’s majority.

Respected deputy, you support populism, which will tomorrow result in unpaid wages, pensions, scholarships, and other social support.

I emphasize that – it is your responsibility. Because of your silent consent – doctors, teachers, and military men will not get their money. There will be no funds for schools or hospitals. You will be answering for that before Ukrainian people.

I address Verkhovna Rada Speaker Volodymyr Lytvyn.

Respected Volodymyr Mykhaylovych, you perfectly understand that current budget is top provocative factor to the crisis in Ukraine.

For the sake of state interests I ask you to consolidate the parliament to make alterations to the budget and approve urgent anti-crisis decisions.

On behalf of the whole country I demand that the government and the parliament immediately worked out honest budget, where expenses would correspond with capabilities of the economy.

This is your constitutional, state and political duty.

I emphasize – all the responsibility for economic situation, for disruption of budgetary process, for destruction of banks system in accordance with the Constitution is upon Prime Minister Yulia Tymoshenko in person.

When she reaches deadline, she will not be able to hide in opposition.

Enough lies.

I appeal to all fellow countrymen to stay calm.

You will be protected. We are able to protect the country and people. The most important thing now is to find political will and courage and to approve a realistic budget for 2009.

In order to achieve that I will use all instruments necessary in the state of crisis.

President updated on the situation with electricity supply to military units

As President’s Press Secretary informed, President Yushchenko just received reports from the Prosecutor General and the Defense Minister on the situation with electricity supplies to military facilities.

The officials informed the President that at 17.30 supply of electricity to all the strategic units of Ukrainian military has been restored.

President gives interview to Ukrainian economic media

President Victor Yushchenko gave an interview to Ukrainian economic media.

In the interview President Yushchenko made prognoses of Ukrainian economy development in 2009, expressed thoughts about budgetary policy and the situation at currency market. Separately he answered questions about gas policy.

President meets Defense Minister, PG

President Victor Yushchenko met Defense Minister Yuriy Yekhanurov to hear his report on details of cutting off supplies of electricity to 72 military facilities. Prosecutor general Olexandr Medvedko also took part in the meeting.

Minister Yekhanurov reported to President Yushchenko that Defense Ministry has a debt of 147 million hryvnyas for the consumed electricity last year and this year (80 million for January) with 38 million already paid and 30 million currently being negotiated with Ministry of Finance. As for now, Yuriy Yekhanurov said, 72 military facilities were cut off from electricity.

However, according to him, the debt cannot reason cutting off eight anti aircraft units and four military airfields because this contradicts relevant decree of the Cabinet and presents real danger to Ukrainian army's combat readiness and its ability to protect the state.

"We demand revision of military budget and making appropriate alterations to this year's budget law", - said Minister Yekhanurov, explaining that 8,4 billion hryvnyas foreseen in the budget are far not enough because currently Defense Ministry would need 32,4 billion hryvnyas in order to implement all the planned programs or 17,7 billion just to function properly.

From his part President Yushchenko instructed the present Prosecutor General to investigate why Defense Ministry did not get the money to pay for electricity. "Your report should be public. The whole country should find out, who was responsible for violation of national legislation", - he said, addressing the PG.

Beside that President Yushchenko emphasized that until the end of this day supplies of electricity to all eight anti aircraft units must be restored.

The Prosecutor General informed President Yushchenko that this morning regional prosecutors have already received instructions to conduct appropriate investigations and send back their information on measures taken tomorrow.

President visits Kruty Heroes' grave in Kyiv region

Within the framework of commemoration of the 91st anniversary of the Battle of Kruty President Victor Yushchenko visited Litky village, Kyiv region, where 24 soldiers, killed in the battle were buried.

Within the framework of commemoration of the 91st anniversary of the Battle of Kruty President Victor Yushchenko visited the Memorial to Kruty Heroes in Chernihiv Region. At the place President Yushchenko put flowers to the memorial and took a tour of the museum.

Among other participants of the event were Minister for Culture Vasyl Vovkun, Defense Minister Yuriy Yekhanurov, deputy Chief of President's Staff Roman Bezsmertny, state deputies,  representatives of local authorities, etc.

In his address President Yushchenko said the Battle of Kruty was one of the major victories in a struggle for Ukrainian independence. Reminding of those events' importance the President stressed that thanks to the battle Ukrainian People's Republic leadership managed to achieve international recognition of Ukraine as the state.

President Yushchenko thanked all those who came to commemorate victims of the Battle of Kruty.

On the 91st anniversary of the Battle of Kruty President Victor Yushchenko put flowers near the monument to Kruty Heroes in Kyiv.

Within the framework of the event a memorial service for those who were killed in the battle.

Gas dispute should not be considered economic or financial - President

Speaking at his press conference in Wroclaw, which followed Ukrainian-Polish-Czech trilateral talks, President Victor Yushchenko stressed that this year's Ukrainian-Russian gas dispute should not be considered economic or financial.

"It would be a great mistake for the public to think that this conflict was commercial or economic", - he said. According to the President the conflict was based on geopolitical interests of Russia.

Speaking about regulation of the dispute President Yushchenko thanked Prime Minister Topolanek for his "tremendous efforts that the Czech Republic has made to settle the conflict". He stressed that Ukrainian-Russian agreements on gas supply "are uneasy and cannot be called partnership, but Ukraine will abide the deal" adding that neither he can call them economically substantiated.

President Yushchenko also pointed to importance of uniting European and Ukrainian energy systems to fight common challenges. Here he mentioned significance of future March 23 investment conference on modernization of Ukrainian gas transport system. "I am assured that in the nearest future we will witness important and active talks on the question", - he said.

From his part President Lech Kaczynski stressed that "gas crisis is not over yet" adding that today's meeting was very important. According to him there was a clear connection between the conflict in Georgia and the gas conflict but the latter was not military one.

"These are elements of one policy - the policy of domination and reestablishment of influence", - said Lech Kaczynski, adding that it is important for the EU and countries in Black Sea and Caspian Sea regions to prevent this policy from being successful.

 

Ministry of Industrial Policy: Chemical industry possesses enough resources to supply AIC with fertilizers

Despite insignificant difficulties in the work of chemical enterprises, facilities of the national producers of fertilizers have been preserved and ensure the needs of agricultural producers in the process of their agro-technical activity in full.

The facilities of national chemical enterprises amount 7.87 million tons of fertilizers, produced by 10 chemical enterprises. In particular, in Ukraine annually 6.2 million tons of nitrogen fertilizers, 1.4 million tons of phosphoric fertilizers and 0.270 million tons of potash fertilizers are produced.

To the view of Ministry of Industrial Policy, to raise the solvency of agricultural producers respective expenses in 2009 State Budget have to be envisaged. It anticipates the program of reduction the cost of national fertilizers for the needs of agro-industrial complex in the amounts of 700 million hryvnyas at the account of resources of Stabilization fund, targeting introduction of a respective compensation for the chemical enterprises.

Viktor Yushchenko: «The gas conflict has unified Ukrainian society»

The gas conflict between Ukraine and Russia has raised serious questions about European energy policy. Despite both countries signing a recent agreement to end the dispute, the EU will be keen to avoid getting caught up in such a crisis again. Euronews spoke to Ukrainian President Viktor Yushchenko.

Mr. President, welcome to "euronews". A new conflict between Russia and Ukraine deprived gas to several European countries. What happened?

President Yushchenko: Europe needs to know the truth about what happened. There's one thing I want to stress: Ukraine did not stop deliveries. All the transit pumping stations are located on the Russian side, and it is Russia that's responsible for gas supplies to Europe being blocked. Secondly, concerning the so-called non-authorised siphoning off. As the president of Ukraine, I can say, neither in 2008 nor in 2009 was a single cubic metre of gas, destined for Europe, used by Ukrainians to meet their needs. Once again, I emphasise, Ukraine has met its pipeline obligations. This isn't just about economics - there is also a political component as well.

EN: And what is this political dimension exactly?

President Yushchenko: By creating a sense of insecurity around deliveries of Russian gas via Ukraine, it changes the priority of certain projects. First of all, Ukraine's gas network becomes more dependent, and it creates the idea that it will be used by Russia's gas companies and by the Russian state. In other words, to repeat, what has been done in the gas transport systems of Moldova and Belarus in recent years. Obviously, there exists a similar plan for the Ukrainian gas transport system to be put under the control of Gazprom. For us this is unacceptable. It is a national resource, a national wealth, if your want. It is the embodiment of our independence, in this case - energy independence.

EN: The European Commission President has described Russia as an unreliable gas supplier and Ukraine an unreliable transporter. Is that a fair assessment?

President Yushchenko: It would be wrong for me to comment on what President Barroso has said. I simply want to remind you that Ukraine has not done anything that would restrict the supply of Russian gas. In other words, Europe has become a hostage to Russian politics. It's blackmail - the blackmail of the European community to go along with what Russia wants.

EN: Are you not afraid that the gas crisis will have a negative impact on future cooperation between Ukraine and the EU?

President Yushchenko: No. I am convinced that already this year, that Ukraine will sign an agreement on reunification of energy systems. I am confident that this year we will sign up to a treaty on energy partnership. I am convinced that the Brussels conference, which will be held in March, will be a good place for reflection on the integration of Ukraine's transport capabilities in the European gas market.

After a long dispute, the contract on gas supplies to Ukraine was signed. You said it was not profitable for Ukraine. Why?

President Yushchenko: I call it non-partnership. I will go over it again. The adoption of the basic formula for the price of gas at 450 dollars - is not objective. In Europe today, a price at this level doesn't exist. Ukraine finds itself being the shortest route for Russian gas deliveries. And the price we have today is higher than the price for certain western European countries. That is why this price is incorrect. Not in the sense that it is high, but in the sense that it is badly established. The second thing, is transit policy. The tax for transiting gas for Russia has not changed. It's 1.7 dollars per thousand cubic metres over a 100km. Its the lowest transit price in Europe.

EN: Are you going to insist on the review of these agreements, if you do not like the price?

President Yushchenko: We're not in the process of talking. We recognise these agreements and we will meet them. At the same time I hope the work of the European Commission, which - thanks to the modernisation of the gas transit system from Ukraine, and its integration into a single gas market in Europe - will equally provide details on the implementation of delivery projects. This will enable the best and rational use of Ukraine's gas transport system.

EN: The high price of gas could have an impact on the economic situation in Ukraine. Has this conflict and the high price influenced the political situation inside Ukraine?

President Yushchenko: I'm not going to hide the fact that various political forces have attempted to use the gas issue, by speculating. But, I don't think that is the most important thing. I believe the incident, which occurred between Ukraine, Europe and Russia in early January, has unified Ukrainian society. People were able to see the fragility of economic stability, which is based on energy diversification, particularly in gas policy.

President returnes from Poland

President Yushchenko finished his working visit to Poland and returned to Kyiv.

In Wroclaw President Yushchenko meets President Kaczynski, Prime Minister Topolanek

Within the framework of his working visit to Poland, in Wroclaw, President Victor Yushchenko took part in the trilateral meeting with President Lech Kaczynski of Poland and Prime Minister Mirek Topolanek of the Czech Republic.

At the meeting sides discussed trilateral cooperation in energy security, and European integration of Ukraine.

Particularly, President Yushchenko was to suggest uniting efforts of Ukraine, Poland and the Czech Republic aimed at practical realization of Euro-Asian oil transport corridor on the basis of Ukraine's Odesa-Brody pipeline, propose holding a target meeting in March between European Commission representatives, Presidents of Azerbaijan, Georgia, Lithuania and Ukraine on realization of Euro-Asian oil transport corridor, affirm Ukraine's readiness to join the Agreement on European energy community, etc.

President worried about the situation with 'Artek'

President Victor Yushchenko wrote a letter to Prime Minister Yulia Tymoshenko expressing concerns about the situation with International children's center ‘Artek'.

According to him the Presidential Decree of November 27 foreseeing the Government taking measures aimed at development of ‘Artek' has not yet been implemented; moreover, some mass media recently announced allegations about the Government pushing ‘Artek' towards bankruptcy to later sell out the property to private investors.

In this regard President Yushchenko addressed Prime Minister Tymoshenko with the request to apply measures in order to normalize functioning of the recreation centre.

President: consolidation of energy market players is the key to independence

Speaking at today's presentation of State Awards in Science and Technology President Victor Yushchenko stressed that recent gas conflict with Russia made clear that disputes about energy resources and energy security itself would intensify with every year.

According to him it is important to draw conclusions from January events and try to present response to the existing challenges. "It is a national challenge. To have energy security means to have independence", he said.

Victor Yushchenko also added that it is obvious that no country is able to deal with the challenges by itself, therefore the question of "our integration into European energy networks becomes more and more topical".

President presents national awards to scientists

President Victor Yushchenko took part in presentation of State Awards in Science and Technology as well as yearly President's Awards to young scientists.

Speaking to the scientists President Yushchenko thanked them on behalf of Ukraine for their hard work and dedication to science. "When we speak about these authors, we understand that without scientific approach, without new breakthroughs and technologies there is no future", - he said.

President and his wife host annual reception for foreign diplomats

President Victor Yushchenko and his wife Kateryna Yushchenko held a traditional reception for foreign diplomats working in Ukraine.

Other guests at the event were Verkhovna Rada Speaker Volodymyr Lytvyn, Foreign Minister Volodymyr Ohryzko, ex-Foreign Ministers, etc.

In his greeting word to those present the President summarized achievements Ukraine has made on international scene in 2008 and sketched foreign policy priorities for 2009.

President Yushchenko expressed hope that new positive shift would happen this year in Ukraine's relations with the EU, particularly in the question of Association Agreement signature.

 In its relations with NATO Ukraine hopes for effective implementation of the yearly national program aimed at bringing our country closer to membership in the organization.

The President emphasized that for Ukraine it is very important to strengthen friendship with the United States based on Ukraine-US Strategic Partnership Agreement signed last year and Ukraine-US Roadmap.

Besides that, according to him, Ukraine would continue put efforts in strengthening its partnership with its neighbor countries and their consolidation around important regional issues.

The President also added that this year Ukraine would concentrate its attention more on development of ties with Australia and countries in Asia, Africa and South America.

"I believe that in the face of countries and organizations you represent, Ukraine will always be seeing support and solidarity. Our country is open to prolific dialogue and cooperation with you", - said Victor Yushchenko, wishing on behalf of Ukraine and Ukrainian nation welfare and prosperity to the foreign diplomats and their countries.

Ukraine vows to abide by gas deal

Viktor Yushchenko, Ukraine's president, has promised not to wreck an accord with Russia that restored the flow of gas last week to European businesses and consumers, even though he personally objects to the terms set out in the deal.

"I'll say frankly that Ukraine is not happy with the decisions made to settle the crisis. It's a bad deal," Mr Yushchenko told the Financial Times in an interview. "But I want to say firmly and clearly - for us, this is a responsibility that we will not violate. Our partners should have no more headaches on this score."

Aides to Mr Yushchenko have suggested that Ukraine may attempt later this year to renegotiate the accord, which was clinched in Moscow last week after talks between Vladimir Putin, Russia's prime minister, and Yulia Tymoshenko, Ukraine's prime minister and a bitter rival of Mr Yushchenko.

Under the deal, Ukraine will pay Russia $360 per 1,000 cubic metres of gas in the first three months of this year, a sharp increase from $179.50 last year but representing a 20 per cent discount on a so-called "market price" of $450.

By contrast, the transit fee paid by Russia to Ukraine for sending gas to the rest of Europe will remain unchanged this year at $1.70 for 1,000 cubic metres of gas per 100km.

Gazprom, the giant Russian gas company, says this fee will rise next year to about $2.50. But Mr Yushchenko complained that it would still be much lower than the $4 fee paid to the Czech Republic and Slovakia and the fee of up to $6 received by Germany.

He rejected suggestions that his criticism of the Moscow deal reflected a desire to protect RosUkrEnergo, a Swiss-registered company that operates as an intermediary in the Russian-Ukrainian gas trade but would apparently be cut out under the new arrangements.

"The Ukrainian state and Ukrainian state gas company have nothing to do with these intermediaries," he said, denying that he or his political party had any connection with RosUkrEnergo.

Speaking in Brussels, where he was holding talks on Tuesday with European Union leaders, Mr Yushchenko assailed Mr Putin for having alleged during the gas crisis that rampant corruption in Ukraine's government structures had caused confusion in Kiev's negotiating strategy and made it harder to find a solution.

"Russian corruption is bigger in scale than anywhere in Europe. Such harsh statements [about Ukraine] are simply incorrect," he said.

"The myths cranked out by the Russian government or Gazprom are apparently aimed at discrediting Ukraine as a reliable gas transport partner, to get political and commercial control of the Ukrainian gas system," he said.

Denying allegations that Ukrainian technicians had secretly siphoned off gas that Russia had intended only for other European customers, Mr Yushchenko said: "Ukraine was never stealing, doesn't steal and will never steal gas."

Both Ukraine and Russia came under heavy criticism in Brussels for their roles in the dispute, which severed gas supplies to the EU during a mid-winter cold snap. But Mr Yushchenko said he did not believe Ukraine's reputation or relations with the EU had suffered any damage at all.

"I would say that the gas crisis even makes the impetus for integration stronger," he said, expressing the hope that the EU and Ukraine would later this year sign a free trade agreement and a common air space accord.

"We need to draw many conclusions from these damaging events. As a citizen of Europe, I say Europe must have a common gas policy, a united gas system, with rules and procedures for producers, transit countries and consumers."

Ukraine and the EU to discuss Ukraine's gas transport system modernization - President

At his joint Press Conference with European Commission President Jose Manuel Barroso, President Victor Yushchenko informed the media that on March 23 an investment conference would take place in Brussels at which sides would discuss modernization of Ukrainian gas transit system.

"We are conducting open policy and are interested in the European Union considering Ukraine a reliable partner in energy relations", - said President Yushchenko. He noted that although Ukraine's gas transport system is one of the most reliable in Europe, it needs modernization. And to discussing that modernization, according to him, will be dedicated the conference in Brussels.

Beside that President Yushchenko pointed to importance of integration of Ukrainian gas transport system into European system saying that "we see our future in integration of Ukraine's gas transport system into European market".

From his part Jose Manuel Barroso thanked to the Ukrainian side for its assurance of Ukraine's readiness to keep up to the new gas agreements with Russia. He also stressed that he has never doubted Ukraine's unwillingness to disrupt gas supplies to Europe. "There was a problem of confidence between Russia and Ukraine as supplier and transit party respectively but we see that this was not Ukraine's actions against Europe. This was due to problems between Ukraine and Russia". According to him, therefore, relations between Ukraine and the EU remain unharmed and would develop further.

Ukraine and the EU to discuss Ukraine's gas transport system modernization - President

At his joint Press Conference with European Commission President Jose Manuel Barroso, President Victor Yushchenko informed the media that on March 23 an investment conference would take place in Brussels at which sides would discuss modernization of Ukrainian gas transit system.

"We are conducting open policy and are interested in the European Union considering Ukraine a reliable partner in energy relations", - said President Yushchenko. He noted that although Ukraine's gas transport system is one of the most reliable in Europe, it needs modernization. And to discussing that modernization, according to him, will be dedicated the conference in Brussels.

Beside that President Yushchenko pointed to importance of integration of Ukrainian gas transport system into European system saying that "we see our future in integration of Ukraine's gas transport system into European market".

From his part Jose Manuel Barroso thanked to the Ukrainian side for its assurance of Ukraine's readiness to keep up to the new gas agreements with Russia. He also stressed that he has never doubted Ukraine's unwillingness to disrupt gas supplies to Europe. "There was a problem of confidence between Russia and Ukraine as supplier and transit party respectively but we see that this was not Ukraine's actions against Europe. This was due to problems between Ukraine and Russia". According to him, therefore, relations between Ukraine and the EU remain unharmed and would develop further.

President to dispute Verkhovna Rada's decision on National Bank Chairman in Constitutional Court

In Brussels President Yushchenko informed the media that he would dispute Verkhovna Rada's decision regarding National Bank Chairman Volodymyr Stelmakh in the Constitutional Court of Ukraine.

Explaining his decision President Yushchenko reminded that according to the law, National Bank Chairment is elected for a fixed ter in order to protect the person from political pressure.

President meets European Commission President

In Brussels President Yushchenko met with leadership of the European Union: European Commission President Jose Manuel Barroso, Commissioner for External Relations Benita Ferrero-Waldner, other representatives of the European Commission.

During the meeting sides were to discuss economic and political aspects of the recent gas crisis, European integration of Ukraine, particularly talks process on Association Agreement and free trade zone between Ukraine and the EU, other questions.

President gives interview to Financial Times

In Brussels President Yushchenko gave an interview to Financial Times.

The interview focused on Ukrainian-Russian gas dispute and its impact on Ukraine-EU relations, internal political situation in Ukraine, etc.

President Yushchenko denied that the dispute affected bilateral relations between Ukraine and the EU or our country's perspectives of European integration. Instead, according to him, the situation improved mutual understanding between the sides.

At the same time the President expressed opinion that January events showed how dependent the EU countries were on a single supplier of energy resources and added that such a situation harms interests of the Europeans.

Making comments on the agreements, Ukraine reached with Russian side on gas supply and transit President Yushchenko said that they were badly thought out and uneasy for Ukraine, bu assured that Ukraine will keep up to these obligations properly no matter the fact.

President goes to Belgium

President Yushchenko went with a two days working visit to Belgium.

In Brussels President Yushchenko will have a number of meetings with European Union leadership.

Defence Ministry: Concept of civil-military cooperation in the course of participating Armed Forces of Ukraine in international peace-keeping operations approved

The Minister of Defence Yurii Yekhanurov with its order has approved a Concept of civil-military cooperation in the course of participating Armed Forces of Ukraine in international peace-keeping operations.

Among the principal tasks of this program document are defining a goal, content, main principles and functions of civil-military cooperation during participating of the Armed Forces of Ukraine in international peace-keeping operations for 2009-2014.

Adoption of the Concept, stipulated by implementation of measures of Target Ukraine-NATO Plan, will give an opportunity to objectively evaluate political and social-economic situation, the state of interconfessional and interethnic relations, to forecast the development and take into account their impact on implementation of the set tasks for the Ukrainian officers, taking part in international peace-keeping operations.

Civil-military cooperation in the process of participating Armed Forces of Ukraine in international peace-keeping operations will raise guarantees of stability and safety for the personnel of peace-keeping contingents.

 

President Yushchenko conducts phone talks with Polish leader

President Victor Yushchenko had a phone conversation with the President of Poland Lech Kaczynski.

President Yushchenko informed President Kachynski about contents of the agreements between Ukraine and Russia on gas trade and its transit to Europe.

Also the two Presidents discussed further steps towards overcoming gas crisis and creation of united European energy resources transit space.

Beside that, Victor Yushchenko and Lech Kazcynski exchanged opinions on common steps towards Ukraine's European integration.

On the occasion of National Reunion Day, in Baturyn, President Victor Yushchenko presented national decorations.

On the occasion of National Reunion Day, in Baturyn, President Victor Yushchenko took part in an opening of the monument ‘Hetmans' Glory', built at the territory of national historical preserve ‘Hetman's Capital'.

After that President Yushchenko took part in an opening of the restores complex ‘Baturyn Stronghold Citadel' and honored the memory of those, who were killed in Baturyn by putting flowers near ‘The Monument of the Cross'.

Beside that President Yushchenko took a tour of the restored citadel and visited a museum "Hetman's House".

President Victor Yushchenko accepted credentials from the newly appointed Ambassadors of Portugal, Moldova and Sweden to Ukraine.

Naftogaz of Ukraine NJSC takes up preparing of financial plan

A national joint stock company Naftogaz of Ukraine, on implementation of directives of the Cabinet of Ministers of Ukraine, has completely winded up with a process of contracting and transition to direct relations with Gazprom company.

Under the concluded with the Gazprom deals the Company started preparation of a financial plan of the Naftogaz of Ukraine, which is to be submitted for approval by the Cabinet of Ministers of Ukraine. Approval of the mentioned instrument would enable to define pricing policy concerning natural gas for the national consumers.

President would like the Government to adopt Naftogaz financial plan before the NSDC meeting

President Victor Yushchenko wrote a letter to Prime Minister Yulia Tymoshenko.

In the letter President Yushchenko suggested that the Government made appropriate decision and approved a balanced financial plan for NJSC Naftogaz of Ukraine before Friday's NSDC meeting.

According to the President misbalance in financial streams presents threat to national security of the state and that is why he initiated discussion of this question at NSDC meeting.

President Yushchenko said that risks of further misbalance of financial streams of Naftogaz comes out of two factors: the need to spend additional 25 billion hryvnyas to buy Russian gas at the new price and meeting financial obligations before creditors equal to around 26 billion hryvnyas.

President slams Interdepartmental anti-corruption working group for ineffectiveness

President Victor Yushchenko met today co-Chairmen of the Interdepartmental anti-corruption working group - Security Service acting Head Valentyn Nalyvaichenko and Prosecutor General Oleksandr Medvedko, to discuss implementation of the group's working plan in 2008.

Speaking at the meeting President Yushchenko stressed that he had examined reports about the group's activity in 2008 and "cannot give it a positive mark".

According to Victor Yushchenko law enforcement bodies worked ineffectively, there was lack of coordination between Prosecutor's Office, Security Service, State Customs Service and other bodies, and there were no concrete results of the group's work.

Reminding of the working plan adopted at the meeting of the group back in 2008, President said that "it included around six main directions, we were to make a strike at, to show effectiveness, that the Prosecutor General cannot be threatened by any person in this country regardless of this person's position; that he is able to institute proceedings against any criminal, particularly against a state servant regardless of this servant's status". Instead, he said, out of 41 projects foreseen by the plan the group managed to implement only nine.

As an example, President said that only 16 cases against servants in legal system were brought to court. "I can draw only one conclusion out of this: futile work of the group is most likely explained by only one thing - by corruption in the institutions responsible for law enforcement, themselves. You have parties' umbrellas above your heads and think that you have an alibi", - he said. At the same time he emphasized that it does not matter how many criminal proceedings are instituted because they are not carried to conclusion.

In addition President Yushchenko said that it is a pity that the group did not have any meetings in the regions, which are mentioned in statistics and surveys as having high corruption cases spread in them.

Summarizing his address to those present, Victor Yushchenko suggested holding an all-national consultative meeting to hear report of the group about the results of its work.

Ukraine plans to supply electricity to Belarus - President Yushchenko

At his joint press conference with President Alexander Lukashenko of Belarus, President Victor Yushchenko informed that the two Presidents agreed that Ukraine would resume supplies of electricity to Belarus.

The appropriate agreements would be prepared in the nearest future by the Governments of the two states.

According to President Yushchenko Ukraine is highly interested in energy cooperation with Belarus. He informed that two sides discussed common capabilities of transit of Ukrainian electricity to Baltic countries through Belarusian territory. For that, President Yushchenko said, Foreign Ministers of the states interested in the project are to meet in Lithuania in the nearest time to analyze all the possibilities.

President makes comments on gas deal with Russia

At his joint press conference with President Lukashenko, which took place in Chernihiv today, President Yushchenko informed the media that on January 23 he would gather a meeting of National Security and Defense Council dedicated to settling gas crisis and steps that were taken in that direction by Ukraine.

“I would like we got over this situation”, - said Victor Yushchenko adding that it would be a special NSDC meeting, at which conclusions would be made on many questions.

Speaking about the overall situation with Russian gas supplies to Ukraine and Europe President Yushchenko emphasized that both Ukraine and Russia should draw certain conclusions out of the dispute. “Unfortunately gas issue is political”, - he added.

He stressed that Ukraine did not ever feel guilty of disruption of gas supplies to European customers and that it doesn’t feel that now.

As to aims, certain parties pursued by aggravating the situation in his opinion, President named “provoking European pressure upon Ukraine, which allegedly violated its obligations as transit country” and “attracting Europeans’ attention to bankrupt roundabout gas transit lines”. “Between the lines was hidden desire to destroy the most powerful gas transport system including its status, ownership and attitude of the state towards it”, - he added.

Victor Yushchenko emphasized that supplies of Russian gas to Europe in contracted volumes through Ukraine would be restored in 36 hours. “But I am certain that Ukrainian nation will not forget this gas war”, - he said.

Making comments on gas supply deal between Ukraine and Russia, President Yushchenko stressed opinion that 360 dollars price, set by Gazprom in the first quarter of 2009 would apparently force Ukraine to search for new approaches to making private and industrial sector functioning properly, providing people with jobs and paying them wages, etc. “Talks with Russia have never been easy, neither in psychological, nor in political sense. I am not the one who would call agreements that were reached as partner-like. I am sure that among partners of such kind agreements should be more decent, balanced and fair”, - he said.

According to Victor Yushchenko there are certain questions regarding gas trade deal with Russia he is concerned about as the President. First of all the transition to market gas prices should have been gradual in order to give dozens of facilities an opportunity to adapt to the new conditions. Beside that a principle of synchronism should have been observed meaning that gas prices and transit fees were to grow simultaneously.

In general our Government has reached a very complicated agreement… We should draw many conclusions … because the prices force the authorities to radically revise relations with all the consumers. That is why I shall gather the NSDC meeting on Friday so we can look through the signed documents in detail, evaluate their accordance with national security and national interests and to make honest conclusions on what had happened”, - said President Yushchenko.

Ministry of Transport: EBRD grants Ukrzaliznytsia 62.5mln dollars of credit

The European Bank for Reconstruction and Development grants Ukrzaliznytsia 62.5mln dollars of credit to revive its stock. A relevant credit agreement was signed today by EBRD Business Group Director for Infrastructure Thomas Maier, Director-General Mykhailo Kostiuk and head of the Donetsk railway Mykola Serhienko.

The credit between Ukrzaliznytsia and EBRD has been signed on beneficial terms for the Ukrainian enterprise for 10 years. It is envisaged that credit means to be aimed at reviving carriages and other stock of the railway. According to Minister of Transport and Communications of Ukraine Yosyp Vinskyi, purchasing the stock, the railway supports the national industry in that way and preserves workplaces.

 

 

Ukrainian-Belarusian talks take place in Chernihiv

In Chernihiv extended Ukrainian-Belarusian talks took place, chaired by President Yushchenko of Ukraine and President Lukashenko of Belarus. Following the talks a ceremony of signature of bilateral documents between Ukraine and Belarus was held.

Among members of Ukrainian delegation were First Vice Prime Minister Oleksandr Turchynov, Foreign Minister Volodymyr Ohryzko, Deputy Chief of President’s Staff Andrii Goncharuk.

After the talks President Yushchenko said that he was satisfied with their results and repeated that Ukraine highly appreciates good bilateral relations it has with Belarus and expressed hope that they would furher develop succesfully in that manner.

From his part President Lukashenko pointed to great mutual confidence between Ukraine and Belarus. He also thanked his Ukrainian colleague for support Ukraine renders to Belarus at all levels of communication with European and American partners.

President Lukashenko said that the talks held today were prolific, particularly in energy cooperation. Speaking about the latter he expressed expectancy that the sides would reach agreement on Ukraine supplying electricity to Belarus.

In Chernihiv a bilateral meeting began between President Victor Yushchenko and President Alexander Lukashenko of Belarus.

“It is a great honor for me to welcome the President of Belarus and greet friendly neighboring Belarusian nation, with which we have a great historic past and very active present life”, - said President Yushchenko opening the meeting.

He said that he is pleased about absence of serious problems in Ukrainian-Belarusian bilateral relations adding also that there is much potential for their development in such fields as energy, trade, oil-processing, transport, etc. For this, President Yushchenko noted, the sides are to sign four very important bilateral documents.

From his part Belarusian President also expressed pleasure about good relations between Belarus and Ukraine, particularly at two countries’ citizens level.

President Victor Yushchenko had a phone conversation with the European Commission President Jose Manuel Barroso. Sides discussed development of the situation with supplies of Russian gas to Ukraineand its transit through Ukraine to Europe.

European Commission President expressed happiness to Victor Yushchenko about signature of the agreements between Ukraine and Russia and stressed hope that because they are long term, they would strengthen security and transparency of European energy market.

From his part President Yushchenko informed that Russia has already begun supplies of gas to Ukrainian territory and until the end of this day it will reach European customers.

Defence Ministry: Ukrainian military delegation stays on visit in USA

A Ukrainian military delegation led by Deputy Head of Department of Draft and Recruitment of the Main Personnel Department of the General Headquarters of the Armed Forces of Ukraine Colonel Hennadii Zlatnikov stays on a visit in the United States of America.

The principal objective of the visit lays in getting familiarized with experience of introduction in the Armed Forces of America a system of recruiting and contract service.

During their stay representatives of the Ukrainian delegation will get to know a strategy of advertising, a process of selection of candidates for the contract service, training of recruiters. Besides, the Ukrainian officers will hold a series of consultations into the issues of promotion of contract military officers, criteria of prolonging contract terms, encouraging programs applied in the process of recruiting and service of personnel of the US Armed Forces.

While exchanging experience with the American colleagues Ukrainian officers will pay attention to studying legislative and normative-legal base which regulates the procedure of selection candidates, assigning for training as well as attestation of sergeant staff of the US land forces.

 

MinTrans: Orphans, children-invalids, children of dead miners, military officers and law enforcement officers not to pay for traveling by railway

During the first quarter of 2009 Ukrzaliznytsya holds an action of free conveyance of children up to 16 years old among the categories of children-orphans, children-invalids, children of dead miners, military officers and law enforcement officers.

Such an action of free transportation of children of up to 16 years old was launched by Ukrzaliznytsya back in 2000. All expenses for conveyance of such kinds of children have been assumed by railway employees themselves.

It should be reminded that under the current legislation children of ages of up to 6 travel free, from 6 to 14 pay fares with a 25% discount, older than 14 pay full ticket price, while the students pay 50% from full price of the travel document in carriages with numbered reserved seats and couchette cars.

Sokolovsky makes comments on Russia's suggestions on gas price and transit fees

At his briefing President's Representative on Energy Security Bohdan Sokolovsky made some comments on calculation of Russian gas price for Ukraine.

According to him in the talks on gas cooperation, Ukraine would like Russian side to consider examples of other European countries. Although for each country the calculation of base price and any rebates is done separately, it is their national gas balance that makes up real price for gas for each of them. In its energy balance Ukraine is similar, for example, to Hungary and differs from, for instance, Romania with the latter consuming only 17% of Russian gas out of total amount.

Using the example of Hungary, Bohdan Sokolovsky continued that in the first quarter of 2009 this country is to be paying around 400 dollars per 1,000 cubic meters of gas with the price galling quarterly to 270 dollars. Transit of gas to Hungary through Ukraine costs 1.7 dollars per 1,000 cubic meters per 100 kilometers, meaning 22 dollars for the amount. Therefore using netback calculation the price of gas intended for Hungary at Ukrainian-Russian boarder equals to around 248 dollars per 1,000 cubic meters.

This means, said Bohdan Sokolovsky, that Russia's suggested base price for Ukraine of 450 dollars per 1,000 cubic meters of gas and minus 20% real price (360 dollars) is discriminatory. Instead with all the calculations the real price should be around 199 dollars.

Furthermore, according to Bohdan Sokolovsky, Russia demands keeping last year's transit fee of 1.7 dollars per 1,000 cubic meters per 100 kilometers in 2009 thus violating parity principle regarding prices for gas and gas transit fees. At the same time transit fees in European countries in 2008 equaled to around 4 dollars per 1,000 cubic meters per 100 kilometers

It is clear said President's Representative on Energy Security, that Ukraine as major buyer of Russian gas (around 55 billion cubic meters yearly) and the most powerful transit partner for Russia (about 80% of supply to Europe) has grounds to expect economically substantiated price for both imported gas and the transit fees.

President recieves phone call from British PM

President Victor Yushchenko had a telephone conversation with the Prime Minister of Great Britain Gordon Brown.

President Yushchenko informed Prime Minister Brown on the development of talks with Russia on gas supplies and transit conditions.

Both parties agreed that it is necessary to restore transit of Russian gas as soon as possible and that it would improve confidence in Ukraine as gas transit partner.

The President and the Prime Minister also agreed to continue dialogue on the issue.

 

President celebrates Epiphany

On the occasion of Epiphany President Victor Yushchenko visited St. Barbara's Chapel in Kyiv recreational area Pushcha-Ozerna.

Together with Presidential Secretariat leadership, government officials and deputies President Yushchenko also took part in a festive liturgy near the lake at the territory of Pushcha-Ozerna.

After that President traditionally bathed in the ice-cold water of the lake.

Sokolovsky explains Ukraine's position in gas talks with Russia

President's Representative on Energy Security Bohdan Sokolovsky informed the media at his today's press briefing that Ukrainian-Russian talks on supplies of Russian gas to Ukraine and its transit are still going on.

Bohdan Sokolovsky also explained Ukraine's position in these talks.

According to him first of all Ukraine considers important observing agreements that were reached between Ukraine and Russia at the level of two countries' Presidents, Prime Ministers and energy companies in 2008. According to these agreements prices for gas for Ukraine and transit fees were to be formed symmetrically.

Also Ukraine would consider rational using formulas that are applied to European countries that consume and transit Russian gas, when negotiating basic gas price and transit fees with Russian side.

With regard to tendencies at European energy markets, particularly to calculation of prices for gas and transit fees it would be reasonable and economically substantiated to use netback principle to calculate gas price for Ukraine.

Beside that in view of unique qualities and functions of Ukrainian gas transit system for European gas market Ukrainian side considers appropriate to recalculate gas transit fees beginning from 2009 to level them with transit fees charged by other European states.

Symmetrical and synchronous reduction of price for gas ant transit fees beginning from 2009 would correspond with Ukrainian-Russian strategic partnership and the agreements reached in 2008 at the level of Presidents of the two countries and at corporate level.
