In order to adapt the electoral legislation of Ukraine to European standards and with regard to conclusions of the Venice Commission, Government officials must prepare and submit to the President of Ukraine their proposals on making the necessary amendments to relevant laws of Ukraine and reasonability of their codification.
The President also instructed to apply the conclusions of the Venice Commission in the process of elaboration of judicial reform.
Besides, it is needed to finalized and submit to the Parliament draft law of Ukraine "On Reforming State and Municipal Media”, “On Protection of the Professional Activities of Journalists" and amendments to the law "On Information".
Another bill to be prepared in accordance with the Venice Commission's conclusions and recommendations of the PACE is a new version of the law "On Attorney’s Office".
The President also instructed to complete and submit to the Parliament the draft of the Criminal Procedural Code of Ukraine, and to develop and submit to the Verkhovna Rada the draft law "On Amendments to the Criminal-Executive Legislation of Ukraine” in order to make state penitentiary service a part of the judiciary system, establish the probation mechanism, and protect the rights of convicts and persons taken into custody in accordance with the European penitentiary rules.
He requested to elaborate and submit to him the draft laws “On Compensations to Victims of Violent Crimes”, "On Ratification of the Council of Europe Convention on Fighting Human Trafficking”, etc.
Among other instructions of the President were development and approval of a plan to reform public administration, preparation and submission to the Verkhovna Rada of amendments to the law "On Public Television and Radio”, refining and submitting to the Verkhovna Rada the draft law "On Ministries and Other Central Executive Authorities" and "Amendments to the Code of Ukraine on Administrative Offences and Customs Code of Ukraine; assistance of the working group at the Parliamentary Committee on Legal Policy in drafting the law "On the Legal Profession" (new edition), providing elaboration and approval of the laws "On Amendments to Laws of Ukraine on Ensuring Transparency of Ownership of Media, "On the Security Service of Ukraine", "On free legal assistance", "Amendments to the law “On prevention of Illegal Incoms Laundering”, " On Ratification of the Council of Europe Convention on Laundering, Search, Seizure and Confiscation of the Illegal Incomes and Financing of Terrorism"
It is also necessary to finalize and submit to the Parliament the draft law "On the National Committee of Ukraine on Prevention of Torture”, “On Interception of Telecommunications", "On Freedom of Conscience and Religious Organizations" and “On Returning Cult Purpose Property to Religious Organizations”.
Based on the recommendations of the PACE should be finalized and submitted to the Verkhovna Rada the draft law "On Access to Information”.
The draft law "On the Concept of the Ethnic Policy of Ukraine”, the new version of the law "On National Minorities in Ukraine” must also be prepared and submitted to the Parliament based on the conclusions of the Venice Commission and pursuant to the Framework Convention on the Protection of National Minorities.
On each of his assignments the President has appointed deadlines and those responsible for their implementation.
