President Victor Yushchenko turned to the Constitutional Court with a request to investigate whether Article 86 of the Law of Ukraine “On 2009 state budget” (imposing limits on the right of National Bank of Ukraine to refinance commercial banks by it-self) is constitutional.
In his constitutional appeal President Yushchenko explained that in the decision to dispute the above-mentioned article he was guided by previous decisions of the Constitutional Court, stating that stopping or altering other legislative acts with the Law on State Budget contradicts a number of articles of the Constitution.
