Speaking to journalists in Verkhne Synievydne, villages of Skoliv district President Victor Yushchenko said that Ukraine needs a single national early warning system to work in situations like that of July 23-27.
To achieve that, according to Victor Yushchenko, it would be reasonable to unite warning systems of firefighters, medical emergency rooms and those of Ministry for Emergencies.
“Warning system should be effective and the authorities ensuring its functioning should be provided with appropriate instruments. It is also evident that Ministry for Emergencies and other services to be working within the framework of a new model should have exclusive rights, including the right to evacuate people”, - he said, adding that such a system should be “of direct action”.
