President returns bill to Verkhovna Rada with suggestions


The suggestions of the President of Ukraine will be delivered before the Parliament by Deputy Minister of Finance of Ukraine Tetyana Yefymenko.

Viktor Yanukovych: Ukraine supports discussion of a new European security treaty within the framework of the OSCE


"Ukraine has always supported meaningful level of cooperation with the OSCE and attached importance to that", said the Head of State. The President has also backed up Kazakhstan's initiative to convene an OSCE summit, expressing willingness to work together on its agenda.

Viktor Yanukovych said: "We are ready to take active part in discussing the initiative of Russian President Dmitry Medvedev concerning the new European Security Treaty, supported by a number of European countries. We believe that the OSCE is the most suitable forum for such discussions.

We also think that it is extremely important to reflect in this document security guarantees for the states that voluntarily renounced nuclear weapons as well as the states that, like Ukraine, are not members of any military-political blocs. Another important point is the fundamental right of the states to choose their own means of ensuring national interests and security".

Speaking about bilateral relations between Ukraine and Kazakhstan, Viktor Yanukovych stressed that they have always been friendly.

However, the President noted, great potential of trade and economic cooperation between the two countries is not fully used. Reduction of the bilateral turnover confirms this fact. According to Viktor Yanukovych, these and other issues will be discussed at the IX Session of the Joint Intergovernmental Commission.

The President particularly emphasized the importance of developing energy and airspace cooperation between Ukraine and Kazakhstan.

From his part Kanat Saudabayev thanked Viktor Yanukovych for today's meeting and said that Kazakhstan has always appreciated strategic partnership relations with Ukraine.

President emphasizes the need for judicial reform


"The country faces a very important task: to work out the concept of judicial reform and to prepare the appropriate legislation under this program", said Viktor Yanukovych.

The President said that the meeting is a good start for comprehensive discussion on reforming justice system. "Together we have started this discussion, we see the directions and must continue it", he said adding also that the following meetings should end with adoption of specific decisions to be realized further on.

"We will seek mechanisms that would allow us under the current Constitution and legislation to move forward in solving pressing issues. We must not stop whatever it takes. I don’t believe that with political will it was impossible to implement judicial reform in 20 years. I hope that together we will do much", - the President said.

"Together we must build a strong modern country with perfect laws, where European democratic values and human rights would rule. The country respected in the world and able to provide legal protection to its citizens ", he said.

From his part Supreme Court Chairman Vasyl Onopenko also praised today's meeting. "This is the first meeting in many years when we actually can communicate openly and talk over the issues that concern us", he said, adding also that Supreme Council of Justice is the most competent legal authority in the country, which includes judges, professional lawyers and representatives of different branches of government.

Justice Minister Oleksandr Lavrynovych expressed confidence that today the Supreme Council of Justice has sufficient authority. Instead, effective mechanisms for their utilization should be provided.

"I do not think that the Supreme Council of Justice has little authority. If this authority is backed up by reliable mechanisms and utilized at a high level, they are a very great power and can influence the actual formation of judges corps in Ukraine as well as prosecutors corps", Minister Lavrynovych said.

"I am sure that with the support of the Head of State, with presence of the political will, formed today by the Government and parliamentary majority, we will be able to find solutions that would make judicial system more open for the citizen", said Oleksandr Lavrynovych.

Member of the Supreme Council of Justice Stepan Havrysh said at the meeting: "In all civilized countries judges are usually nominated by the Supreme Council of Justice and appointed by the President. I think we should hold a broad discussion on making the model of judicial power in Ukraine successful and real defender of democratic processes in the country”.

Following the meeting, the President and Supreme Council of Justice members will sign an assignment protocol.

President holds working meeting with updated Supreme Council of Justice

"Our main task is establishment of democracy, rule of law and effective protection of human rights and freedoms as required by the European Convention for Human Rights", said President Yanukovych opening the meeting.

Iryna Akimova: IMF has nothing against social standards law


"With regard to social standards, it is obvious that any budget process shall occur within the legislation of Ukraine. In other words, the laws must be obeyed", she said.

"The IMF representatives closely cooperate with the Ministry of Finance and I think the consensus on this issue can and will be reached", said the First Deputy Head of Staff.

Iryna Akimova also said that the IMF expects the budget deficit in Ukraine this year to be at 6% of GDP: "Now the IMF reportedly calculates the budget deficit within 6%. It is not a dogma yet ... This is the figure we will proceed from in our discussions".

Iryna Akimova noted that this deficit includes spending for recapitalization of banks and financing of "Naftogaz Ukraine".

Iryna Akimova: Next tranche's size remains subject to negotiations with IMF mission


Iryna Akimova has pointed out that the amount of next tranche remains a subject of negotiations with the IMF mission that continues its work in Kyiv. She has said that if the Parliament manages to pass the 2010 state budget in April, the IMF will consider the issue on allocation of funds within the framework of Stand-By Arrangement during a month.

Iryna Akimova has also said that resuming cooperation with the IMF will give Ukraine the opportunity to get about $2 billion from the World Bank and the EBRD within the framework of targeted infrastructure programs, including transport and energy spheres.

The First Deputy Chief of Staff also does not rule out that Ukraine's cooperation with the IMF will continue for two more years: "Understanding that our cooperation cannot end in September 2010 as provided by the old program, expressed by the IMF experts, was a positive signal. We plan to discuss the procedure of its extension, perhaps for next two years".

According to Iryna Akimova, there are consultations held in the ministries and the National Bank of Ukraine. The International Monetary Fund representatives understand that the new Government got "a heavy burden of problems", including unfulfilled commitments under the Memorandum of Cooperation between Ukraine and the IMF.

"The subject of further negotiations will mainly be issues related to the procedure of these commitments’ implementation and plans for the future”, said Iryna Akimova.

Iryna Akimova: IMF mission positive about cooperation with newly formed Ukrainian government


Describing cooperation with the IMF, Iryna Akimova stressed that the situation is complicated because the previous Government undertook a number of commitments, most of which remained unfulfilled. In particular, the issues related to reforming gas sector through raising gas prices to economic levels (by 20% quarterly) and submitting realistic, balanced 2010 budget to the Parliament.

At the same time three tranches totaling $10.6 billion were aimed mostly at fulfilling former PM’s election promises.

However, Iryna Akimova said that the IMF mission appreciates stabilization of the political situation in Ukraine and consolidation of all branches of power, and considers newly formed Cabinet of Ministers as a reliable partner in negotiations.

The International Monetary Fund is ready to discuss providing support to economic reforms in Ukraine and comprehensive assistance to their implementation through preparation of the biennium programs.

There are consultations held now in the Cabinet of Ministers of Ukraine, ministries, departments and the National Bank on the 2010 draft budget, which include such key issues as the budget deficit and macroeconomic indicators of socio-economic development of Ukraine. These are foundations for the basic financial document of the country.

"During discussions with the IMF mission experts we have agreed that Ukraine has to protect the poorest segments of society. It can be done through implementation of the law on social standards", said Iryna Akimova.

She also said that conducting consultations with the IMF on the 2010 budget indices and achieving consensus on this issue will renew cooperation between Ukraine, the EU and the World Bank. This will allow receiving $2 billion in the nearest future that will be aimed at reforming Ukraine's economy.

President insists on legal, quick and objective decision of Constitutional Court on legality of Coalition


That President Yanukovych has repeatedly said at different meetings. The President is doing everything for the society to get used to the new reality, when the government does not violate the law or Constitution. The President is trying to develop an attitude to the Basic Law that would make its violation in our country impossible.

Viktor Yanukovych has always criticized violations of the Constitution by the previous government and will never allow the repetition of such practices himself.

The President will create all the conditions for the Constitutional Court to work within the law - calmly and objectively.

President holds weekly meeting with PM


At his traditional Monday meeting with PM, the President has also stressed that he plans to hold a broad meeting on agriculture. According to Viktor Yanukovych, "these days, agriculture issues are urgent more than ever, because the spring field work has already begun. Therefore, I would like us to solve these issues as soon as possible because that’s what farmers expect us to do right now".

Among the most important tasks to discuss the President named preparation of the draft budget and VAT issue. Viktor Yanukovych instructed the Government to prepare suggestions on how to make the administration of this tax transparent and eradicate corruption.

The President emphasized: "The most important thing is to ensure that the state refunded VAT to the producers in time. They have been waiting for this for a long time. We know that this tax is corrupt, and certainly, this issue must be solved. I would like us to address it as soon as possible".

From his part, the Prime Minister stressed that all instructions of the President will be performed in time.

Mykola Azarov has also noted that the spring field work is the subject of the Cabinet’s permanent attention and the Government is carefully preparing for a broad meeting on agriculture issues initiated by the President.

President condoles with Russian people

President thanks Cuban leadership for facilitating rehabilitation of Ukrainian children


About 23 thousand of Ukrainian children who had suffered from Chornobyl disaster underwent rehabilitation in Cuban Pediatric Hospital “Tarara”. Viktor Yanukovych expressed his deep gratitude to the Cuban leadership for this great help to Ukraine and awarded a number of prominent Cubans with high state decorations of Ukraine.

The President expressed appreciation of Cuban aid provided to our country in overcoming the consequences of Chornobyl catastrophe, from which children suffer the most.

Olena Lukash: President will submit to Parliament his own anti-corruption bill.


As it was said in Ancient Rome, the more laws, the less justice. Realizing this, the President decided to introduce his own bill that would regulate these issues and help us fight corruption.

The Anti-Corruption Committee was established by one of the first Decrees of the President of Ukraine. Today, having reviewed existing legislation on fighting corruption in Ukraine, the President and members of the Committee have stated that Ukraine does not have proper legislation to prevent corruption in our country.

Therefore Viktor Yanukovych appointed the Anti-Corruption Committee and instructed them to develop the bill on fighting corruption by April 22 that would then be introduced to the Parliament.

President meets Ukrainian National Paralympics Team


Opening the meeting President Yanukovych congratulated the athletes, who brought 5 gold, 6 silver and 8 bronze medals from the 2010 Vancouver Paralympics, thus making the team fifth among the 44 participating countries.

"This is a great victory and, certainly, a great joy. You proved once again that Ukrainians can win", he said.

The President expressed his gratitude to all, who contributed to the success of our team: athletes, coaches, doctors and administrative staff.

At the end of the meeting President Yanukovych conferred state decorations to the athletes.

Viktor Yanukovych: We have to develop our own "Ukrainian initiative" to shape new security architecture in Europe

The President congratulated servicemen and veterans of the Security Service present in the hall on the occasion of their professional holiday.

In his speech Viktor Yanukovych said:


I am sure that the most professional and efficient workers from among the young officers, whom I see quite a lot in the hall, will benefit from new promotion system.

I am convinced that the role and importance of the Service in ensuring the national security should be significantly increased.

I mean all the elements of national security, such as foreign, defense, social, economic, energy, food, environmental and information policies.

Developments in the world of the last two to three years revealed a number of problems that present direct threat to the national security of Ukraine.

First, the lack of mechanisms to support sustainable development of national economy and ensure economic sovereignty during the economic crisis became an apparent threat.

The economic crisis has proved that present level of national economic security of Ukraine is unsatisfactory.

Herewith, the main threats are largely of internal nature.

Among the main flaws of national economy remain structural imbalances, high energy consumption industries, undeveloped financial infrastructure and lack of domestic sources of financing.

This makes Ukraine an accessible subject to external economic influences. We witnessed it on our own.

Second, the growth of global instability and conflicts in international relations brought to the fore the problem of the country's defense capability.

First of all, we need to clarify and, perhaps, revise our understanding of the threats to the military security of Ukraine.

Undoubtedly, the Military Doctrine should retain defensive nature. Being a peacemaker-country, Ukraine can not have another.

We understand well that we should clearly define ways of organizing systems of military defense against any military aggression.

The principle of sufficient defense capacity should be the core of a new Military Doctrine.

In practice this means a gradual transition to professional army, development of new weapons systems, primarily rocket forces and air defense systems, improving management systems of the Armed Forces.

At the same time the Military Doctrine of Ukraine should respond to political, economic, social, informational and ecological challenges.

Only in this case it will meet requirements of the present standards.

Third, ineffectiveness of the strategy of accelerated membership in NATO is apparent, since Ukraine is de facto non-aligned.

We need to develop qualitatively new approaches to ensure the proper status for Ukraine in the system of global and regional security.

We are aware that today Ukraine should not choose from collective security systems that exist on the continent.

Any decision will only aggravate threats to our national security and lead to increased tensions in international relations.

This will stimulate the growth of political and social tensions within the country, as we have seen it during recent years, and might provoke a change in the balance of the forces in Europe.

Ukraine, being a responsible member of international relations, will seek other approaches to ensure national security and interaction with existing military-political structures.

Today our choice is the closest cooperation without integration.

This is the only principle to be applied in Ukraine regarding all existing systems of collective security.

At the same time, Ukraine's neutral status doesn’t mean dissociation from the process of stabilization in Europe.

Ukraine should actively join discussions about developing a new European security policy.

Considering the European integration strategy of Ukraine, we should more thoroughly study the EU approach to reduce tensions on the continent.

We need to develop our own "Ukrainian initiative" to shape a new security architecture in Europe.

This is a new idea of security in Europe focused on new challenges that involves not only the EU countries, but also their nearest neighbors and partners, in particular, Ukraine, Russia, Belarus and Moldova.

I hope that the Security Service will actively participate in all areas of work.

However, I see your mission in combating the global and domestic threats, since you are a special task law enforcement authority.

They are: total corruption of public administration, encroachment on the strategic economic potential of our country, state sovereignty and territorial integrity, international terrorism and transnational crime, systematic smuggling and disruptive activities of foreign intelligence.

These in my opinion are priorities and primary tasks for the Security Service.

I believe that Security Service personnel can effectively work to face strategic challenges in restoring effective state governance that adequately responds to the demands of society and every citizen.

I see you as highly intellectual and sharp tool that can protect the interests of Ukraine.

Therefore, I’m putting on your leadership enhanced personal responsibility for guaranteeing the rule of law, combating crime and any infringement on state sovereignty in the country, any of its regions or area of work.

I will personally supervise the issue of financing and logistical support to the Service, the appropriate legal and social status of the Security Service personnel.

Being the Supreme Commander in Chief, I will do all necessary to provide you with appropriate conditions to carry out the state tasks, which are of national interests.

I will also initiate as soon as possible the adoption of new laws that are to improve work of law enforcement system and provide you with the necessary capabilities to fight crime and assault on state sovereignty.

I wish luck in operational activity to every officer.

May fate be favorable to you and your beloved ones, generous with good health, happiness, kindness and family well-being, and may your children and family be always proud of you!

I also have a pleasant mission to confer State Decorations of the President of Ukraine to the best servicemen of the Security Service of Ukraine.

President Yanukovych meets Vice Prime Minister Tihipko


President Yanukovych instructed Vice Prime Minister Tihipko to elaborate a program of simplifying the procedure of obtaining permits for entrepreneurs.

The President said it is necessary to introduce the principle of "tacit agreement" for small and medium entrepreneurs to realize their business projects.

The principle of "tacit agreement", said Viktor Yanukovych, means that unless given written denial from the state, entrepreneurs are allowed to begin their business in twelve days after they have contacted relevant authorities and filled out all the papers.

President meets Government officials of agricultural block


The President noted that he expects the Government to make professional steps in improvement of the situation in the domestic agricultural sector. "We must use every opportunity to raise the level of agricultural production, so that those, who work in rural areas, felt that the state cares for them", said Viktor Yanukovych.

Particular concern President Yanukovych expressed about the possibility of rapid growth of prices for fuel and lubricants during the spring field works and requested the Government to find a way to prevent this. The appropriate work, he said, should be conducted with both domestic oil refineries and importers of fuel and relevant memorandum should be signed

Deputy Prime Minister Viktor Slauta informed the President that the development of immidiate anti-recessionary measures in agriculture is almost complete. The draft program includes such measures as providing affordable loans to farmers.

Agrarian Policy Minister Mykola Prysiazhnyuk informed President Yanukovych on the progress in developing of a program of systematic reforms in agriculture. "We see that the potential of agriculture, provided good approach and decent motivators, allows increasing the GDP by 4 to 5 times", he said.

President instructs elaboration of investment program of Euro 2012 financing


The President informed that he plans to hold a coordination meeting on preparation for Euro 2012 within the framework of which, in particular, financing of the relevant program would be discussed.

"There is much talk that we will be funding Euro-2012 from the state budget. I would like you to offer an investment program and find the possibilities of taking loans to finance this important public event", said Viktor Yanukovych.

The President said that he is well aware that the state is off schedule in the preparation events and therefore is forced to take extraordinary measures to speed up construction of stadiums, roads, hotels and the whole infrastructure in general.

From his part Borys Kolesnikov said that the Government delegation has tudied the situation in the cities that will host Euro 2012, and that experts will provide detailed and objective assessment of the state of affairs in the field very soon.

The Vice Prime Minister also said that in order to create the appropriate investment climate, the Government has addressed the Verkhovna Rada with the suggestion to approve a bill that would provide companies willing to invest money in building hotels with benefits.

"We suggest introducing zero tax rate for those hotels that are already functioning and to those being built in Ukraine to host Euro 2012 guests, at least for 10 years", said Borys Kolesnikov.

He has also informed the President about other possibilities of raising funds to prepare for Euro 2012, particularly issuing bonds and introduction of a national lottery scheduled on September 1 to provide additional source of funds for Euro 2012 projects.

Borys Kolesnikov also informed that there is a roundtable of international hotel brands scheduled to be held in April in Kiev, at which hotel business in Ukraine would be discussed.


From his part Vice Prime Minister Kolesnikov assured President Yanukovych that the Government would do everything necessary for Euro 2012 to be held in Ukraine on the proper level.

President Yanukovych holds phone talks with Russian PM Putin


Viktor Yanukovych and Vladimir Putin have also agreed that Prime Minister of Ukraine Mykola Azarov will arrive in Moscow on March 25 to discuss issues of bilateral cooperation with Russian side on the level of Governments.

President stresses on implementation of agreements with Russia


The President’s instructions primarily concern the intensification of the Ukrainian-Russian economic relations, development of long-term programs on bilateral cooperation in specific promising areas and implementation of joint projects in energy, transport and aerospace sectors.

In particular, Viktor Yanukovych has instructed to study the issues concerning closer cooperation with Russia in the context of nuclear fuel supply for Ukrainian nuclear power plants, nuclear fuel production, cooperation in building reactors, integration and development of transport systems, participation of Ukraine in Russian project GLONASS, strengthening contacts between border regions.

The President drew special attention to importance of celebrating the 65th anniversary of Victory in the Great Patriotic War and improving social protection of Ukrainian veterans (including overseas).

The agreement to harmonize areas of cooperation and set specific tasks, reached by Ukrainian and Russian Presidents, will favor effective implementation of the mentioned instructions.

President meets Defense Minister


At the beginning of the meeting the President stressed that he would first of all like the Minister to present suggestions on how to improve the management of the Armed Forces of Ukraine.

"It is important that these measures did not harm the overall state of the Armed Forces and saved their military effectiveness and manageability", said Viktor Yanukovych.

Particular attention, according to President Yanukovych, should be dedicated to social security of servicemen. "It should be considered as much as possible, because we must retain professionals and eliminate social injustice against the soldiers”, he said.

The President said he is concerned about the condition of arms and military equipment of the Armed Forces of Ukraine.

Viktor Yanukovych also stressed the need to address the issue of financing of the Armed Forces, particularly, providing necessary funds in the draft budget 2010.

Besides, the President emphasized the need for unconditional fulfillment of international obligations.

The Defense Minister thanked the President for support in preparing the draft budget. He said that Armed Forces development program for 2006-2011were actually failed.

President meets Foreign Minister

President conducts the first meeting of Committee on Economic Reforms.

 
Opening the meeting President stressed: today Ukraine must make a choice between the "scenario of stagnation" with populist promises, or proceeding to profound reforms for qualitative leap in national development.
 
"We will open new opportunities for people through profound reforms", said Viktor Yanukovych, urging the audience to work effectively for the state and its citizens rather than "throwing beautiful words or slogans about”.
 
"We must begin economic reforms immediately. Despite the difficult financial and economic situation, I'm sure we will come out of the recession stronger and make a qualitative leap towards our strategic goal - to enter the list of twenty most developed countries in 10 years. This is the real path", he said.
 
Strategic priorities for today, according to the President, are improving the life standards, building a dynamic modern economy and providing efficient and fair policy of the stable government.
 
In President’s opinion, in order to radically improve the life of people - from healthcare and education, to jobs and decent pensions - under current difficult conditions empty talks or populist subsidies from the budget are directly opposite to what is needed.
 
"This is achievable only through innovative dynamic economic growth, which will be generated by market initiative of millions of private entrepreneurs", he said, emphasizing urgency of developing and implementing a systematic program of economic reforms.
 
"In our work the fundamental principle should be publicity and transparency", said President Yanukovych. "It is very important that reforms were supported by the society”, he added. Thus, Viktor Yanukovych said, the maximum of publicity should be among main principles in the activities of the Committee on Economic Reforms, at both central and regional level.
 
The President also expressed belief that regional governors should actively participate in the development of economic reforms concept. He said that he has already set such a task before the newly appointed regional governors. "I would also like Regional Administration Chairmen to be initiators of some pilot projects, without which we cannot move forward. This gradualness of our movement we are to determine together in the nearest future”, said the President of Ukraine.
 
"I think people understand in which direction we are suggested to move. So once again I repeat: publicity is the prerequisite for success of reforms ", said Viktor Yanukovych.
 
The President stressed that he would like to see professional and systematic approach to reforms. "I would like to see a real program, and most importantly, the mechanisms through which it will be implemented", he said, reminding that Ukraine has already formed effective political mechanism for that: the parliamentary majority, Government, etc.
 
The President said that currently main task of the Government is to stabilize the macroeconomic situation in the country as the basis for further strategic reforms.
 
"Urgent and in most cases unpopular measures to overcome the recession are temporary. It will be a painful, but short period, during which we will open the new prospects... Operational firefighting operations should be accompanied by qualitative changes of strategic nature. The consolidated political model offers us a real opportunity for deep changes", he said. Viktor Yanukovych stressed that this is certainly the work, which will be conducted using the experience of successful reforms in leading countries of Europe and the world.
 
The President stressed that he will strictly supervise implementation of economic reforms. "I will be supervising the quality of reforms personally. For that we will establish a system for monitoring the successfulness of the reforms program ", said Viktor Yanukovych. According to him, it is about specifying clear criteria for qualitative and quantitative changes that must be achieved at each stage of the reforms. In addition, the appropriate programs will be refined and reforms implementation staff improved on the basis of periodic monitoring reports of independent experts.
 
" Primary allies in effective control and implementation of the reforms I see in the public and media. I will always carefully listen to signals from you. When elaborating the program, we need an integrated approach with clear results, rather than pointed application of efforts", said the President of Ukraine.
 
The President outlined main directions for the economic reforms program: providing sustainable development, making business climate comfortable and attracting investment, technological modernization and economic infrastructure development, creating conditions for economic development (primarily in rural areas and narrowly specialized cities), shaping a new quality of international integration and economic cooperation and reforming social sector.
 
"We will elaborate a new model of dynamic growth, primarily through reforms in public finances, adoption of the tax code, bringing stability to monetary and foreign currency markets. The administrative burden on businesses will be reduced. The development of financial sector will restore confidence in banks and bring affordable loans and other resources to the real sector", said Viktor Yanukovych.
 
The President separately pointed to critical importance of developing transport infrastructure and conducting effective reforms in energy sector.
 
Speaking about providing conditions for economic development President Yanukovych said that it certainly requires the reform of budgetary relations.
 
Reforming the social sector, according to Viktor Yanukovych, for now is the most ambitious task for the authorities.
 
"On each of these priority directions, I expect the leaders of relevant working groups to present courageous and, at the same time, reasonable suggestions on how to make rapid changes for the better", said the President of Ukraine, addressing participants of the meeting.

President: We must bring Ukraine on par with advanced countries


“This means that we must reach this level in all areas of the country’s life. Moreover, it should be done as soon as possible, which means we must rapidly advance towards the set goal, even ahead of Europe", said the President. “Today's meeting is only the first step towards this goal", he added.

He noted that the first draft program of economic reforms must be prepared no later than within 60 days. According to the President, the program would be separated into five main directions and seven relevant working groups would present suggestions on their elaboration.

Pursuant to President’s instruction the working groups would be chaired by:

Borys Kolesnykov – technological modernization of economy and infrastructure development group;

Volodymyr Semynozhenko – social sector reform group;

Viktor Tykhonov – regional economic development group;

Serhiy Tihipko – sustainable development, business climate and investments group;

Kostyantyn Hryshchenko – international integration and cooperation group;

Oleksandr Lavrynovych – legislative and institutional support group;

Hanna Herman – humanitarian and cultural reform group.

Viktor Yanukovych has addressed the Prime Minister, Chief of Presidential Administration Staff, all Government members to immediately start the work, ensure its effectiveness and proper interaction among all the groups.

He gave a separate instruction to regional governors and Chairman of the Council of Ministers of Crimea to establish regional committees on economic reforms in 10 days term.

"We will open new opportunities for people through comprehensive reforms", said the President.

President expresses regret on the occasion of Valentina Tolkunova's untimely death


"I was indeed saddened to learn of the Great Artist’s death. Generations of Soviet people grew up listening to her songs. We loved them despite the break up of the state, in which we were born and spent our youth.


This is indeed irreparable loss for all.

President to hold regular weekly meetings with PM

Pursuant to President's instructions the meeting on problems of providing functioning and development of Kyiv takes place in the Cabinet


In his speech, Prime Minister Mykola Azarov critically assessed the activities of Kyiv government. He believes that there are several main reasons of the unsatisfactory state of affairs in Kiev.

First of all, the problem is wrong staffing, since a lot of officials are not experts in the local economy.

Another problem Mykola Azarov called the lack of effective cooperation not only between agencies responsible for city infrastructure, but also between district administrations.

President demands to restore order in the capital, emphasized Prime Minister. Thus, the options are: either Kyiv government improves its work, or voluntarily leaves its positions. Government is ready to assist metropolitan officials, but Kyiv Mayor Leonid Chernovetsky himself and administration chairmen should bear responsibility for the state of the city, emphasized Prime Minister.

Head of Government has noted that today there is urgent need to restore an effective system of capital government. Kyiv must demonstrate to other cities of Ukraine, that even in crisis conditions and having limited budgetary resources, it is possible to provide decent living conditions for citizens, convinced M. Azarov.

President Yanukovych meets Kyiv Mayor Chernovetsky


The President of Ukraine reminded about his instructions to the Government to consider the problems of the city, which concern its residents.

Tomorrow Ukrainian Ministers, leadership of the Presidential Administration, city Mayor and chairmen of city district administrations will meet at the Cabinet of Ministers of Ukraine to discuss solving urgent problems and further development of Kyiv.

"Kyiv is the face of the country, and I would like it to be attractive", stated Viktor Yanukovych.

The President instructed the Kiev Mayor to give suggestions on solving urgent problems of the capital and on the city development strategy.

"This is an important issue that concerns not only the community of Kyiv, but the whole country", he said.

He drew Leonid Chernovetsky’s attention to the fact that recently both the citizens and media have been criticizing city authorities.

"So I would like to hold a critical talk with you, frankly, to see what needs to be done to solve the primary problems of the city", Viktor Yanukovych stressed.

In his turn, Leonid Chernovetsky thanked the President for his attention, particularly for his instructions to the Government to do everything to help the capital city in solving the most painful problems.

President discusses joining efforts in fighting possible floods with President of Slovakia


Viktor Yanukovych has suggested coordinating the work of Ukrainian and Slovak Governments to effectively counter the floods and to eliminate their consequences. He also suggested holding an extraordinary meeting of the Slovak-Ukrainian Commission for Transboundary Water.

In his turn Ivan Gasparovic noted that the problem of flooding of some areas annually occurs in Slovakia and agreed with the President of Ukraine that joining efforts to prevent human casualties and material damage is needed.

The President of Slovakia expressed his willingness to cooperate with the Ukrainian side in this issue.

Just yesterday Viktor Yanukovych had reached agreement with the Hungarian President to coordinate efforts in prevention of floods and elimination of their consequences.

The President of Ukraine continues his efforts in establishing a joint European staff on prevention and elimination of consequences of possible floods. Soon he intends to discuss this issue with the President of Poland as well.

Viktor Yanukovych: Increasing salaries is one of the priorities of social policy

The President has emphasized that now it is important to elaborate a complex plan of development of Ukraine. First of all this plan should concern improving social standards, pensions, allowances to the disabled, poor, etc.

"Fighting poverty shall be a core task for our joined actions", Viktor Yanukovych said.

Among the primary objectives of social policy Viktor Yanukovych named raising salaries. "This is a task for all of us. The Government should not save on the citizens or solve its problems at their expense", said the President.

Viktor Yanukovych also stressed the importance of solving the problem of “shadow salaries”. "We must ensure legal payment of salaries. Based on this principle the process of raising pensions will begin. We should not have lower pensions and salaries than in other countries", he said.

"We set ourselves a task to raise salaries, being well aware that without this the Pension Fund cannot be filled and other sectors of economy will not work", Viktor Yanukovych said. The President also added that social insecurity and low salaries cause the growth of crime.

Separately, President Yanukovych pointed out urgent issue of providing the youth with jobs and young families with housing.

"A broad social dialogue should become a part of new government’s ideology and main instrument of the state policy", stated Viktor Yanukovych.

President: Actual information on economic situation in Ukraine will be disclosed


"All I have to say is that the treasury is empty. Budgetary deficit is 12% of GDP, Pension Fund’s deficit is almost 22 billion", he said.

President Yanukovych: On Victory Day joint naval parade of Ukrainian Naval Force and Russian Black Sea Fleet will be held in Sevastopol


As Viktor Yanukovych has stated in Crimea today, in the coming days he will sign a Decree on celebration of the 65th anniversary of the Great Victory, in particular, the conduct of military parades in the Hero Cities of Ukraine.

"I think it will be correct to hold a joint parade with Russia in the Hero City Sevastopol", the President said.

President Yanukovych emphasized that the worthy celebration of victory in Great Patriotic War has not only military-patriotic, but also moral and ethical value for Ukrainians.

According to Viktor Yanukovych, he has already instructed Minister of Defense Michael Yezhel to prepare suggestions on the procedure of conducting the parades in the Hero Cities of Crimea – Kerch and Sevastopol.

"We will try to take this into account in the Decree, as well as solution of social problems of the WWII veterans", said the President of Ukraine.

The President has stressed that such public relief and benefits will be synchronized and equivalent in the relevant Decrees of Ukrainian, Belarusian and Russian Presidents.

Speaking about bilateral relations between Ukraine and Russia, Viktor Yanukovych has said that the Ukrainian-Russian Interstate Commission resumed its work, and already in May the President of Russia will make an official visit to Ukraine.

"During this visit we will adopt all decisions aimed at improving trade and economic relations, solving problems that have not been considered during recent years", said the President of Ukraine.

President expects local budgets to be adopted in May


Viktor Yanukovych called on local authorities to take active part in drafting State Budget 2010. "Participation of regional authorities in elaboration of the budget is mandatory", he said, adding also that the principal financial document in the state, of course, should reflect the interests of the regions.

The President described current financial situation in Ukraine as very difficult. "But, of course, we will not sit idly by", he said.

Viktor Yanukovych also informed that he plans to hold a consultative meeting dedicated to pension reform next week.

"Pension reform was stopped, and during last five years nothing has been done in this area. I think next week I will conduct such a meeting ", said Viktor Yanukovych, explaining that present Pension Fund deficit amounts to about 22 billion UAH and pensions in Ukraine are about 40% lower than, for example, in Russia.

"In the nearest optimal time we will at least try leveling Ukrainian pensions with those in Russia", said Viktor Yanukovych and emphasized that he is for fair payment of pensions, in particular, with strict regard to length of service and working conditions. In addition, he said, during preparation and implementation of the pension reform the state would study world experience and take into account the impact of the recession.

President meets newly appointed leadership of Crimea


"I understand well enough that after five years you're tired of the devastation, of the destructive actions of government and many problems that have accumulated during this time", he said.

The President instructed leadership of the Autonomous Republic to develop a program of overcoming the recession in Crimea as soon as possible and with the obligatory participation of the public and local governments. "This is a task that we must fulfill", he said.

Speaking about the preparations for holding EURO 2012 finals in Ukraine, Viktor Yanukovych said: "We will attract investment. We must accelerate the construction of EURO 2012 infrastructure. We cannot let this project fail in Ukraine, because it is about our image".

The President also told about the priorities of the newly established Economic Reforms Committee. Viktor Yanukovych said that the Committee chaired by him would deal with designating main directions of Ukraine's strategic development in the nearest future and further, particularly within the framework of the "Ukraine-2020" project.

Another important task the Committee will execute is permanent supervision over implementation of economic reforms, the definition of target points and continuous work together with all state authorities and the public on speeding up reforms and tackle the problems that arise in this way.

In his speech the President stressed the need for reforms in housing, healthcare (particularly introduction of health insurance) and improvement of the environmental situation in Ukraine.

Separately, President Yanukovych mentioned the subject of fighting corruption, the effectiveness of which largely depends on the overall success in overcoming the recession and on Ukraine’s advance on the path of reforms.

In conclusion of his speech Viktor Yanukovych wished the new Crimean leadership that they always effectively responded to the situation and cared for the worthy image of state authorities.

President: Working group on judicial reform will meet next week


"Already next week, at the meeting of relevant working group, we will discuss the question of concept and mechanisms of judicial reform and take into account the opinion of lawyers, MPs, scientists, representatives of the expert community and the public", he said.

Viktor Yanukovych also said he does not rule out that under the concept changes to draft legislation, already in the Parliament, will be made and expressed hope that the Parliament will pass them soon.

Separately, the President stressed that conclusions of the Venice Commission should be considered while drafting and implementing the reform.

President goes to Crimea


There President Yanukovych is scheduled to hold a meeting with deputies of the Parliament of Crimea and Sevastopol City Council, representatives of local authorities, Crimean businessmen and public.

Within the framework of the visit President Yanukovych is also scheduled to make a statement for the media.

President initiates coordination of European countries' efforts in preventing floods


President Yanukovych and President Solyom have also discussed holding a bilateral meeting in the nearest future, at which they would develop and adopt a specific program of mutual aid.

President meets Accounting Chamber Chairman


At the meeting, held at the Presidential Administration, sides have discussed elaboration of 2010 State Budget and fight against corruption in budgetary sector.

"It is of course a great misfortune that this year’s budget preparation is so late. But we absolutely must mind all the flaws of 2009 budget and the difficult situation that is now in the economy", the President said.

Viktor Yanukovych said that it is unacceptable to burden enterprises, half of which are unprofitable, with even more taxes.

He requested Valentyn Symonenko to provide suggestions on how to optimize spending of budgetary funds for the state to be able not only to live through this difficult year, but also lay the foundation for economic growth in the future.

The President emphasized importance of using state funds in priority areas to be identified in 2010 budget rationally.


From his part Valentyn Symonenko informed the President that not a single article of 2009 budget was fully financed. "And the figures that somehow look like they correspond with the law, are, in fact, a fallacy. This particularly concerns foreign borrowing, payment of wages and work of the Pension Fund", said the Accounting Chamber Chairman.


"The fact that the crime occurred is absolute. Now, for us to move on, the punishment of those guilty must follow", said Valentyn Symonenko.

The Accounting Chamber Chairman also informed the President on the state of affairs in the Pension Fund of Ukraine and offered his suggestions on improving its work.

President Medvedev is to arrive in Kyiv on May 17


Sides have also agreed upon synchronization of time of Victory Day military parades in Kyiv and Moscow. During his official visit to Moscow the President of Ukraine had suggested to Russian side holding Victory Day military parades on May 9 at the same time in both capitals.

It was also agreed that the two Presidents would meet the Train of Victory, bringing WWII veterans to Moscow Victory Day parade on May 8.

During the conversation the Presidents of Ukraine and Russia have also discussed broadcasting of Ukrainian UT-1 Channel programs in Russia.

President meets with Chairman of OJSC Motor-Sich Board of Directors


Vyacheslav Boguslayev has assured Viktor Yanukovych that the new AN-158 will be up in the air by May 9 when Ukraine will be celebrating the Great Victory Day.

The President and the Prime Minister also have discussed urgent measures taken in pursuance of the Presidential Decree on prevention of possible flooding.

"Now, when there is still cold, we must do everything to help people during the floods, which are predicted to be unavoidable in several regions", said Viktor Yanukovych.

The President emphasized the protection of elderly, sick and children. "We must determine the areas of greatest risk and have a clear and concrete plan of action for each of them", said the President.

The Prime Minister informed the President on first results of internal audit: the state of affairs in the State Treasury and in the Pension Fund. Viktor Yanukovych instructed to prepare for an international audit of the situation in the state.

The President received assurances from the Government Chairman that wages and pensions to government-financed categories would be paid promptly and fully.

Also sides have discussed state assistance to farmers during the spring sowing campaign. Specifically, the President stressed the importance of providing farmers with cheap loans.

The conversation was tough, but friendly. The President has defined specific priorities. He made it clearly, concisely, accurately, determining exactly the points that must be hit first.

Thus, at this meeting sides have outlined a plan for the nearest future. Deadlines were defined. It could be said that the very next day after the new coalition and Government were formed, the system of governance has began functioning smoothly.

President: Restoration of confidence of Ukraine's strategic partners will depend on the effective work of all branches of power within Ukraine


One of top priorities for the Ministry of Foreign Affairs Viktor Yanukovych called effective protection of national interests of Ukraine through pragmatically oriented foreign policy.

The President also said: "The Russia-EU-USA triangle shall always be on our agenda and we will carefully approach all the issues”.

Another priority task for the Ministry Viktor Yanukovych called European integration, as well as rapprochement with Russia and the United States.

According to the President, "restoration of confidence of Ukraine's strategic partners will depend on the effective work of all branches of power within Ukraine”.

Also, among the most important issues the Ministry should deal with the President called enhancing energy security of our country.

At the beginning of the meeting Viktor Yanukovych congratulated Government officials on their appointment and formation of the new parliamentary coalition, which in the opinion of the Head of State would enable successful implementation of programs jointly developed by the President and the Cabinet.

"The most important thing here is that it gives us an opportunity to unite efforts of all branches of power: the Parliament, the Government and the President of Ukraine in restoring order in the country and overcoming recession in the economy", said Viktor Yanukovych, pointing also to the high level of professionalism of all of the newly appointed Cabinet members.

During the meeting one of the first joint decisions of the President of Ukraine and the current Government was the decision to terminate activity of the Opposition Government. “The work in it is a wonderful memory of good, fruitful cooperation", said Viktor Yanukovych and assigned Mykola Azarov to make use of all the positive results of Opposition Government’s work.

Beside that Victor Yanukovych stressed the need to examine the activities of Tymoshenko’s Government, conduct an international audit of the state of Ukraine’s finances, etc.

Speaking about stuffing policy of the Government, the President warned that the practice of 2005 must not be repeated and stressed assurance that top-level professionals should stay in their positions.

One of the most urgent challenges for the Government and its chairman Mykola Azarov, the President said, is preparation of 2010 Budget. "While working on it you must take into account the critical situation in the country", the President said.

The most important thing, according to Viktor Yanukovych, is overcoming the recession that must occur through reforms. "The ideology of reforms should be the core activity of the Government", he said, adding that all ideas and initiatives should be aimed at improving people's lives, primarily, pursuant to the law on social guarantees.

Addressing the audience, the President of Ukraine said: "I understand well that you, like me, have got a harsh heritage. I am also well aware that in the nearest future we must take effective measures to ensure that people saw that the new government really works” he said.

President holds meeting with law enforcement authorities’ chairmen dedicated to fighting crime and corruption


Specifically, among the participants of the meeting were Verkhovna Rada Speaker Volodymyr Lytvyn, Security Service Chairman Valeriy Khoroshkovsky, Interior Minister Anatoliy Mohylyov, NSDC Secretary Raisa Bohatyryova, Supreme Court Chairman Vasyl Onopenko and State Border Guard Service Chairman Mykola Lytvyn, State Tax Administration Chairman Serhiy Buryak.


Participants of the meeting have discussed and developed a set of joint measures to strengthen fighting crime and corruption in the country.

After the address of the Attorney General Oleksandr Medvedko and reports of law enforcement agencies’ chairmen President Viktor Yanukovych delivered a sum-up speech on meeting’s results.

President introduces new Interior Minister


"I surely expect effective work from you and would like us to be confident in the future. I wish the entire staff of Interior Ministry, to the Minister of Interior Affairs, success on this path", he said addressing those present.

According to the President, the new leadership of the Ministry should first focuse on bringing order to law enforcement system and beginning systematic work. Viktor Yanukovych said that currently large number of crimes committed by the policemen is due to negligent approach to recruitment.

"Soon we will start a joint systematic advance against such a criminal phenomenon as corruption", said Viktor Yanukovych. He informed that a separate anti-corruption public body would be established in Ukraine to supervise implementation of the anti-corruption legislation "in accordance with the European standards”.

"We know that corruption erodes the system of governance and causes multibillion damages to the country. Fighting corruption is a matter of principle ", said Victor Yanukovych.

The new Interior Minister, according to the President, should focus primarily on such areas as improvement of work in prevention and fighting crime. "It is important that this work was based solely on the requirements of legislation and that law enforcement measures were not substituted with populism" said Viktor Yanukovych.

"The police should play central role in building partnership civilized relations between citizens and state authorities. For a policeman is the representative of the state, and by his behavior and quality of his work people evaluate the work of all state authorities", the President said.

Therefore, he said, police officers must provide attentive and prompt response to all appeals and complaints of the citizens. "People should not be fighting their way through the wall of indifference and formalism", he said.

"The task of law enforcement agencies is helping people to realize their rights and freedoms. Ukrainian policemen, from privates to generals, must be guided by the principle of professional honor in their behavior. I am sure you all agree with that", also said the President of Ukraine.


Beside that Viktor Yanukovych expressed confidence that the new leadership of the Interior Ministry, jointly with the profile Vice Prime Minister Volodymyr Sivkovych, should soon get to participation in preparation of 2010 Budget.

Naming another area for future work, Viktor Yanukovych said it is important to equip law enforcement agencies with modern means of communication, transportation, computers, specialized equipment and weapons.

"What our main goal is? It is the strong, efficient, well-equipped and protected police, which meets international standards and is being reformed according to current trends”, said President Yanukovych.

President introduces new Security Service Chairman


The President congratulated Mr. Khoroshkovsky on the appointment and expressed confidence that with change of leadership the Security Service’s work would improve.

"Valeriy Khoroshkovsky has a great understanding of what needs to be done for the development of the Security Service ... I would like you to combine all of your professional abilities and efforts under chairmanship of the new Security Service Chairman", said Viktor Yanukovych, addressing those present.

According to the President, there has been too much politicization of special units’ work in the last five years that unfortunately ruined many areas of their professional activity. However, Viktor Yanukovych noted, despite the loss of many valuable things, the Service managed to preserve the most important one: the people committed to Ukraine.

"We can restore the personnel ranks and enhance the areas, where the Service was weakened”, he said.

The President of Ukraine noted that from now on only experienced professionals and young people with incentive would be invited to work in the Service. "We will be working so that every step was aimed at strengthening the Service", said Viktor Yanukovych.

President Yanukovych called on the Security Service staff to put all their efforts into strengthening protection of national interests of Ukraine and Ukrainian citizens' rights.

Among the current priorities for the Security Service the President named effective fight against corruption, including the establishment of a new anti-corruption public authority.

President Yanukovych holds phone talks with Canadian PM Harper


During the conversation Viktor Yanukovych said that Canada has always been a true friend and reliable partner of Ukraine. He assured the Prime Minister of Canada that further development of special partnership with Canada is one of the priorities of our country’s foreign policy.

Ukraine, President stressed, is interested in further development of interpersonal relations and cultural ties between our countries as they are united by more than a million of Ukrainian Canadians.

Viktor Yanukovych congratulated Stephen Harper on brilliant results of Canadian athletes at the Winter Olympics 2010, especially the Canadian hockey team, which won the Olympic tournament finals.

The President said he would avail himself of an opportunity to meet with the Chairman of the Canadian Government, particularly in the framework of international multilateral meetings. He also invited the Prime Minister of Canada to visit Ukraine at any time he considers suitable.

From his part, Stephen Harper thanked for the invitation to visit Ukraine and stressed that such a meeting is worth to be held as soon as possible.

The Canadian PM stressed that Ukraine and Canada have a long established friendly and stable relations, both trade-economic and interpersonal. Stephen Harper stressed assurance that these relations will successfully develop further.

President: I will keep up to my pre-election promises to the military


At the event President Yanukovych expressed his hope that soon a more in-depth meeting will be held to discuss the situation in the Armed Forces of Ukraine.

"I am well aware that in recent years Ukraine's Armed Forces suffered considerable damage. I know that there are many overdue social and other issues. And of course I will dedicate much attention to enabling us to discuss each of them and develop joint projects on how to solve them and by what means", said Viktor Yanukovych.


Pointing to main tasks for the newly appointed Minister, Viktor Yanukovych stressed the need for effective defense reforms aimed at providing Ukrainian army met the highest international standards.

"This is the main goal", said the President of Ukraine. He also noted that another important task is to both preserve and improve the potential of Ukrainian Military, including that of the personnel.

Another priority in the Ministry of Defense’s work according to the President should be improving the defense capability of the state. "All the problems that might arise in this area, we will timely solve. This applies to both government orders, and housing problems. I will not abandon any item of my presidential campaign message regarding the Armed Forces of Ukraine", he said.

Also, Viktor Yanukovych said he would always welcome suggestions from the servicemen and support them if it is possible.

During the conversation Viktor Yanukovych said that Canada has always been a true friend and reliable partner of Ukraine. He assured the Prime Minister of Canada that further development of special partnership with Canada is one of the priorities of our country’s foreign policy.

Ukraine, President stressed, is interested in further development of interpersonal relations and cultural ties between our countries as they are united by more than a million of Ukrainian Canadians.

Viktor Yanukovych congratulated Stephen Harper on brilliant results of Canadian athletes at the Winter Olympics 2010, especially the Canadian hockey team, which won the Olympic tournament finals.

The President said he would avail himself of an opportunity to meet with the Chairman of the Canadian Government, particularly in the framework of international multilateral meetings. He also invited the Prime Minister of Canada to visit Ukraine at any time he considers suitable.

From his part, Stephen Harper thanked for the invitation to visit Ukraine and stressed that such a meeting is worth to be held as soon as possible.

The Canadian PM stressed that Ukraine and Canada have a long established friendly and stable relations, both trade-economic and interpersonal. Stephen Harper stressed assurance that these relations will successfully develop further.

At the event President Yanukovych expressed his hope that soon a more in-depth meeting will be held to discuss the situation in the Armed Forces of Ukraine.

"I am well aware that in recent years Ukraine's Armed Forces suffered considerable damage. I know that there are many overdue social and other issues. And of course I will dedicate much attention to enabling us to discuss each of them and develop joint projects on how to solve them and by what means", said Viktor Yanukovych.


Pointing to main tasks for the newly appointed Minister, Viktor Yanukovych stressed the need for effective defense reforms aimed at providing Ukrainian army met the highest international standards.

"This is the main goal", said the President of Ukraine. He also noted that another important task is to both preserve and improve the potential of Ukrainian Military, including that of the personnel.

Another priority in the Ministry of Defense’s work according to the President should be improving the defense capability of the state. "All the problems that might arise in this area, we will timely solve. This applies to both government orders, and housing problems. I will not abandon any item of my presidential campaign message regarding the Armed Forces of Ukraine", he said.

Also, Viktor Yanukovych said he would always welcome suggestions from the servicemen and support them if it is possible.

President's address to the Ukrainian people


After five years of fruitless discussions and destructive confrontation, which cost Ukraine the loss of virtually all economic and social achievements of both USSR times and during independence period, we face a perspective to return to the path of development and progress.

It is perhaps by the Providence Ukraine was meant to drain the cup of bitter discord and fighting each other.

Poverty and debts, ruined economy and financial system, fractured society and total disbelief – this is the landscape before us after five years of wanderings in the desert, where we were guided by false prophets.

However, God granted us his patronage and gave us a chance to save our country.

Empowered by the people to use all the institutions of governance for prosperity of Ukraine, possessing the appropriate mandate of trust, we are ready to report to the citizens of Ukraine, that the time of ruin becomes history.

We report to the people of Ukraine that there are sound forces in the Parliament, which are able to put state interests above their own ambitions. Today, within the walls of the Parliament the creation of a new coalition was announced, which assumes all responsibility for leading the country out of political and social-economic crisis.

The coalition has immediately brought in the new Cabinet consisting of professional and responsible people.

As the President, I take responsibility for decisions that would give us the opportunity to begin work as soon as possible.

I would like to report to the people of Ukraine that I am motivated solely by national interests.

The situation, Ukraine is in, demands me to act rapidly and decisively, and I accept this challenge.

Today, from the high rostrum of the Verkhovna Rada, I have introduced the new Chairman of the Government, Minister for Foreign Affairs, Minister of Defense and Chairman of the Security Service of Ukraine. Today the Parliament granted the mandate of trust to the whole Government of Ukraine.

I believe in our success and will spare no effort to prove to the people of Ukraine that it was not mistaken in its choice.

Our path will be harsh, but so God made this world to be: after devastating wars comes long-awaited peace and time to create.

So let us get to work!

Viktor Yanukovych: potential of Russia and Ukraine give them a chance for synergy that will allow them to achieve new quality to the economy


"I see my task in bringing relations between Russia and Ukraine to a steep turn in the right direction and ensuring we fulfilled that goal, which the people of Ukraine and Russia aspire to", said President Yanukovych at his meeting with President Dmitry Medvedev.

Viktor Yanukovych noted that recent presidential elections in Ukraine were very difficult, but democratic. He expressed hope that after these elections many things would change in Ukrainian politics, both external and internal.

The President said that he remembers expectancies of Ukrainian voters of improvement of relations with Russia.

"I understand the voters well, because I, as a simple citizen of Ukraine, was disturbed by what I saw happening in this area, and we have never thought that this could be happening in our relations", said Viktor Yanukovych.

President of Ukraine expressed for using all the potential of Russian-Ukrainian relations, particularly the traditional links between the economies of both countries in the industrial sector.

"Ukraine has always been the breadbasket and having such a potential of the economy, I believe, we will effectively use all strong sides in the economies of Russia and Ukraine, especially in this difficult period of financial and economic recession", he said.

According to the Ukrainian President, Ukraine could use Russia’s experience in that, as the stability of Russian economy has helped our neighbors to withstand the first hit of the global financial and economic recession.

"Compared to us, Russia has moved slightly forward, and my task, in a good sense of the word, to catch up with Russia to improve living standards, pensions, social conditions, as in Russia. We are neighbors, our people talk to each other and know the living conditions of our neighbors", said President of Ukraine.

Viktor Yanukovych expressed firm certainty that capabilities of Russia and Ukraine give the two countries a chance "to create a synergy that will allow them to achieve a new quality to the economy”.

In this context, the President called the initiative of Russian President to modernize the economy interesting, noting: "I think we have something to share with one another.

President says President of European Parliament praised his intention to resume pragmatic relations with Russia


"The development by Ukraine of pragmatic relations with important international players and, in particular, with Russia, was praised," he told reporters in Brussels on Monday after meeting with Buzek.

Yanukovych also said that during their meeting, the sides had discussed issues of energy security and cooperation in issues of the "progress" in talks on signing an association agreement and on "a visa-free dialog."

He expressed hope that the European Parliament's leadership would support Ukraine's aspirations to join the EU.

The President noted that during his meeting with Mr. Barroso parties confirmed maturity of Ukraine as a European state, particularly demonstrated during the presidential campaign. 

According to Viktor Yanukovych during the meeting sides have dedicated special attention to question of resuming cooperation with the International Monetary Fund (IMF) and bringing the economy of Ukraine in a "working condition". 

The President of Ukraine stressed that in this context Kyiv expects appropriate support of the European Union concerning provision of macro-financial assistance. 

Viktor Yanukovych also stressed that during the meeting sides have identified priority areas of cooperation: "We agree that the key challenge is to continue negotiations on signature of the Association Agreement, including establishment of a comprehensive free trade area. 

In addition, he said, Ukraine counts on development of the dialogue on visa-free travel for Ukrainian citizens too the EU countries. "We reached agreement that the"road map" to be worked out soon, will be implemented in the nearest future, already this year", he said. 

Viktor Yanukovych said that Ukraine is ready to fulfill its obligations in the subject of uninterrupted supply of gas to European consumers, and to achieve this goal Kyiv would try to improve partner relations with Russia. 

In Brussels Viktor Yanukovych also said about willingness of Ukraine to develop the internal gas market. "We believe that it is necessary to develop gas market, and we are ready to adopt a law on domestic gas market ... It also will strengthen the confidence in us in the East and in the West", he said. 

Answering questions of journalists the President of Ukraine said that at his meeting with Mr. Barroso parties sides aimed to ensure that relations between Ukraine and the EU have become more transparent, reliable, and that "bilateral obligations we are taking upon ourselves were always kept to".
