President Victor Yushchenko took part in a meeting of the Coordinative board on fighting HIV/AIDS, tuberculosis and drug addiction.

In his opening word President Yushchenko emphasized unacceptability of cutting financing of national program on fighting and preventing HIV/AIDS and tuberculosis in Ukraine. “I again address the Government and regional governors – in 2009 all our obligations should receive financing”, - he said, adding that most of the attention should be dedicated to regions that have the worst situation.

Also President Yushchenko stressed that in times of economic crisis in search for additional financing it is reasonable and necessary to develop cooperation with non-governmental organizations, international institutions and business. Here noted that it is necessary to focus on rational use of externally acquired resources because “audit results show unsatisfactory implementation of projects and ineffective spending of money”.

As main priority in fighting HIV/AIDS and tuberculosis in Ukraine Victor Yushchenko named preventive measures, first of all social commercial and informational campaigns. Beside that according to him it is very important to provide patients ill with the diseases with fullest possible access to treatment.

President submits draft law foreseeing budgetary financing of national referendum on ammendments to the Constitution

In accordance with Article 93 of the Constitution President Victor Yushchenko submitted for consideration of the Verkhovna Rada the Draft Law ‘On introduction of alterations to 2009 State Budget”.

The draft law foresees providing Central Election Commission with 450 million of Hryvnyas for holding national referendum on the Draft Law ‘On introduction of alterations to the Constitution”.

In accordance with Articles 93 and 154 of the Constitution of Ukraine President Victor Yushchenko submitted for consideration of the Verkhovna Rada the Draft Law ‘On introduction of alterations to the Constitution of Ukraine”.

President demands investigation of alleged environment pollution in Zhytomyr region

President Victor Yushchenko wrote a letter to Zhytomyr Regional Administration Head Yuriy Zabela.

In the letter President Yushchenko requested Region’s Governor to investigate in three-day term the situation in Pechanivka village, where citizens complain about “Agrotechnical Company” enterprise’s work, which, according to them, is polluting the environment.

President speaks at National municipal hearings

President Victor Yushchenko took part in all-Ukrainian municipal hearings dedicated to reforming local government in times of economic crisis.

Speaking at the event Victor Yushchenko emphasized that democratic government is characterized by decentralization and bringing up the role of local authorities. According to him the mechanism should allow local communities to regulate local governance within the framework of the Constitution and legislation.

“The authorities should be closer to a citizen and vice versa. This is absolutely necessary for the authorities to carry out their real function of serving the citizens”, - said Victor Yushchenko.

In addition President Yushchenko said that because each of the regions of Ukraine is unique in its economic, cultural and natural composition and therefore has specific needs and interests, these interests should be protected by the parliament. Therefore President Yushchenko expressed opinion that establishment of the upper chamber of the Verkhovna Rada would be reasonable for providing better balance between regional and central interests.

It is doubtless, said Victor Yushchenko, that implementation of such a territorial reform would require alteration of the legislation.

Also President Yushchenko said that election system in Ukraine requires reformation. In his opinion it is necessary to preserve party representation in the Parliament to keep political parties answerable before the state for forming Government and its activity. At the same time it is necessary to establish personal communication between each state deputy and his/her voters.

“It becomes clearer with very passing day that we need the open list system… to create personal ties between each deputy and the territory”, - he said adding that such system will also eliminate possibility for “secretaries, bodyguards, people with dubious past and education” to be elected to the Parliament.  

According to Victor Yushchenko currently Ukraine has the situation “when there is no personal responsibility of deputies before their voters.

President writes letter to Verkhovna Rada Speaker

President Victor Yushchenko wrote a letter to Verkhovna Rada Speaker Volodymyr Lytvyn.
In his letter President Yushchenko drew Speaker’s attention to the fact that the Parliament has not yet made decision on 30 draft laws and the anti-corruption law package submitted by the President and on 2 draft laws submitted by the Cabinet and marked by the President as urgent.

Victor Yushchenko expressed expectancies that Verkhovna Rada leadership would assist in quick consideration of the draft laws in Verkhovna Rada Committees and during plenary meetings.

President gives interview to Ukrainian 'Inter'

President Victor Yushchenko gave an interview to Ukrainian Inter TV channel.

During the interview President Yushchenko answered questions about recent Brussels conference on modernization of Ukrainian gas transit system, restoration of Ukraine-IMF cooperation, parliamentary and presidential election procedures in Ukraine, etc.

President grieves over Jakarta dam burst victms

President Victor Yushchenko wrote a letter of condolence to President of Indonesia Susilo Bambang Yudhoyono expressing sympathy to Indonesian people on the occasion of Jakarta dam burst that took human lives.

President demands revision of approach to implementation of national target programs

Speaking about implementation of national target programs at today’s NSDC meeting, President Yushchenko emphasized that the programs need to be thoroughly revised.

Victor Yushchenko said that program approach is undoubtedly appropriate and universally accepted. However, for now there are “many drawbacks that practically render it worthless”.

He explained that the paradox is common, when substantial increase in financing does not produce expected results. One of the causes for that President Yushchenko named the number itself of state target programs. According to Ministry of Economy survey in 2008 there were 212 active national programs in Ukraine, which meant, in President’s words, absence of clear priorities in the process of their elaboration.

“If the Government tries to finance 212 programs it is a dissipation of resources. It is impossible to finance any of these programs enough”, - said Victor Yushchenko. Beside that he pointed to the fact that only 29 of these target programs do really meet the legislation. “The conclusion is that a large number of state programs was formulated and approved in non-public manner”, - he said.

Also, according to President Yushchenko, it is very often that target programs overlap, thus producing confusion and waste of resources. As an example he mentioned three state programs in Svitlovodsk, Kirovograd region, all of them foreseeing maintenance of city sewerage system. “The aim is right. Ut the approach is wrong: we have three programs, none of which is financed”, - he said.

In addition to that President Yushchenko pointed to disproportions in financing of target programs and irregularity of funds’ provision through the year.

Victor Yushchenko emphasized that it is crucial to provide both rational utilization of state funds and effective implementation of state target programs. He said that the number of programs should be reduced and responsibility for ineffective use of state funds should be hardened.

President urges agrarian reform

Speaking at today’s NSDC meeting President Yushchenko emphasized importance of speeding up agrarian reform. “There is no other more unreformed sector as agriculture is”, - said Victor Yushchenko.

President Yushchenko criticized Government’s agrarian policy in 2008, particularly for excessively large imports of meat and imposition of ban on exports of grain. “Why did producers of agricultural goods were banned to sell grain the year we had the largest harvest?” - he said.

Victor Yushchenko also said that he would not sign the bill allowing the Agrarian Fund to purchase petrol or agricultural equipment and machinery, should it is voted in the Verkhovna Rada. He explained that Agrarian Fund’s main function is to regulate pricing at agrarian market with market instruments. “I will not sign any law that makes Agrarian Fund managing problems beyond those listed in its statute”, - said Victor Yushchenko.

“I would like to emphasize again – there were Prime Ministers, who colored petrol; there were Prime Ministers, who bought Russian combine harvesters for three billion; I can recall other projects that fell into oblivion”, - he said adding that these are attempts of setting manual regulation of agrarian sector.

President Victor Yushchenko has opened National Security and Defense Council meeting.
The agenda of today’s meeting included such issues as:
  • implementation of national target programs by state authorities
  • agrarian reform and state strategy of grain exports for 2009
  • military-technical cooperation with other states
  • admission of military units of other states to Ukrainian territory within the framework of military trainings and maneuvers; sending Ukrainian military units to other states for participation in military trainings and maneuvers
  • financing of Ukrainian Armed Forces in 2009
  • implementation of President’s Decrees and NSDC decision of March 7, 2006 on elaboration and production of national strategic-tactical missile complex.

President disputes constitutionality of the law on temporary inquiry commissions

President Victor Yushchenko applied to the Constitutional Court for examination of constitutionality of the bill on temporary inquiry commissions, special temporary inquiry commission and temporary inquiry commissions of the Verkhovna Rada, voted by the Parliament on January 15.

President thankes the Cabinet, Naftogaz of Ukraine

President Victor Yushchenko expressed gratitude to the Government and to Naftogaz of Ukraine for their active support of the initiative launched in 2006 on modernization of Ukraine’s gas transit system and bringing it to European Union standards.

He emphasized that March 23 International Investment Conference on the Modernization of Ukraine's Gas Transit System became the final point in long multilateral talks and opened practical stage of implementation of the reached agreements.

According to Victor Yushchenko effective implementation of the agreements would raise Ukraine’s energy security, become an important step on the path of European integration and favor Ukraine’s image as reliable partner at energy market.

Therefore President Yushchenko requested the authorities to submit proposals to the Presidential Decree on the composition of Ukrainian coordinative working group and an action plan of implementation of the agreements reached in Brussels on March 23.

President condoles with Russian people

President Victor Yushchenko sent a condolence letter to President Dmitry Medvedev of Russia expressing grief on the occasion of March 26 passenger bus-truck collision in Vladimir region that took lives of 14 people.

Viktor Baloha: Europe's reluctance to ease visa regulations for Ukrainians may force Kyiv to turn to reciprocity

During the talks within the framework of President Victor Yushchenko’s state visit to the Czech Republic Ukrainian side never heard positive answer to our wish to achieve easing EU visa regulations for Ukraine. This provides additional arguments to say that our agreement with the EU on easing visa issuing procedure, which has been in force for more than a year now, for some reason remains in fact a formal document and that Europe is not keen to open its boarders for Ukrainians, President’s Chief of Staff Viktor Baloha said.

Viktor Baloha reminded that back in 2005, as one-sided act, in accordance with President Yushchenko's Decrees, European Union countries' citizens were granted right of visa-free travel to Ukraine. The number of EU citizens coming to Ukraine has doubled since then.

Yet, Kyiv introducing very liberal regulation of boarder crossing did not result in adequate steps from Europe. After expansion of the Schengen Agreement, Ukrainians faced additional complication in their travel to European Union states. First of all this refers to Ukraine’s neighboring EU member-states, our country had had traditionally liberal visa regulations with. In result of different limitations and problems the number of Ukrainians travelling to the EU has halved.

According to Viktor Baloha, examination of implementation of Ukraine-EU agreement on easing visa issuing procedure shows that for now the agreement does not allow easy travel of Ukrainians to the EU. In fact it is harder to get a visa of a “new” Schengen state, than that of an “old” one, due to additional bureaucratic procedures and requirements. In addition every fourth Ukrainian, who applied for Schengen visa, was forced to pay additional charges, which exceeded the 35 Euros fee fixed in the agreement. The list of documents required to get European visa was not cut either.

“Almost every Ukrainian, who has ever been to Europe on business or vacation trip, has his story of problems with getting the visa. Such treatment is humiliating and clearly conflicts the spirit of agreements between Kyiv and Brussels. Ukrainian side has many times tried to draw attention of our European partners to our concerns about Ukrainians facing difficulties with getting European visas. However, no substantial shift has yet happened and position of the Czech Republic has just proved that”, - Viktor Baloha said.

President’s Chief of Staff had assumed earlier that it was possible that Ukraine revised its visa agreements with the EU based on reciprocity principle. According to him, a few tens of millions of hryvnyas income does not in any way compensate the inconvenience, Ukrainians are facing while trying to enter European countries.

“Ukraine should think over the efficiency factor of eased visa regulations for our country’s interests and for interests of our citizens. Currently, in accordance with President’s Decree, relevant state authorities are preparing their suggestions. One of these suggestions is returning to visa entrance to Ukraine for EU states’ citizens, who will be getting visas at boarder checkpoints. At the same time it should be clearly understood that this does not mean revision of Ukraine’s European integration course, but protection of our interests. With such actions Kyiv expects to induce governments of European states to real, not declarative steps forward in our direction”, - said Viktor Baloha.

President meets Justice Minister

President Victor Yushchenko held a meeting with Minister for Justice Mykola Onishchuk.

At the meeting Minister Onishchuk presented to President Yushchenko his report on preparation of the new edition of Criminal Procedural Code. Elaboration of the new code was required by the membership agreement between Ukraine and the Council of Europe Parliamentary Assembly.

PACE representatives will arrive in Kyiv tomorrow to examine the situation with elaboration of the new Procedural Code.

Other participants of the meeting were Deputy Chiefs of President’s Staff Maryna Stavniychuk, Ihor Pukshyn and Roman Bezsmertny.

President holds meeting on energy saving

In his address at today’s meeting on efficient use of energy resources President Yushchenko criticized Ukrainian economy for low energy saving adding that this issue is critical for national security.

According to President Yushchenko despite the fact that in some sectors consumption of electricity has decreased in last decade almost twice, it remains three times higher than in European Union countries. In times of economic crisis it is unacceptable, he said.

Also the President pointed to the fact that Ukraine is the fourth leading among EU countries in possession of alternative energy sources, yet alternative energy consumption in Ukraine estimates to only 0,83% of total.

Victor Yushchenko criticized the Government for energy resources pricing policy saying that it does not stimulate energy saving. He also added that the policy of irrational consumption of energy resources puts a great burden on the budget when these funds could have been used for other purposes.

The President also criticized financing of state energy saving program and the program of supporting development of alternative renewable sources of energy, stressing that these two programs directly manage the abovementioned problems.

He expressed assurance that local authorities should be the first to promote and implement energy saving projects with support from central government. Therefore President Yushchenko instructed each region’s government to elaborate and approve energy saving programs of their own.

In Prague President Victor Yushchenko met with representatives of Ukrainian community of the Czech Republic.

At the meeting President Yushchenko presented state awards to distinct representatives of Czech community of Ukrainians.

President addresses European Banking & Financial Forum.

In Prague President Victor Yushchenko took part in the European Banking & Financial Forum.

Addressing participants of the forum President Yushchenko expressed assurance that IMF mission would return to Ukraine already next week.

He reminded that Ukraine has to solve a number of internal economic and political problems such as introducing changes to the budget, balancing Pensions Fund and Naftogaz budget, etc. “As the President I will be the first to call upon the Government to begin deep reforms, liberalize prices and conduct comprehensible pension reform”, - said Victor Yushchenko.

President Yushchenko also expressed assurance that Ukraine would not allow default neither on corporate, nor on state obligations.

According to Victor Yushchenko in 2009 Ukrainian authorities would find answers to challenges in domestic economy and stressed that he does not share pessimism in this regard. “I suggest conducting a more detailed analysis and evaluation of the situation in Ukrainian economy”, - he said.

President gives interview to Czech 'Hospodarske noviny'

Within the framework of his visit to the Czech Republic President Victor Yushchenko gave interview to Czech daily newspaper Hospodarske noviny.

In the interview President Yushchenko answered questions about Ukraine’s European and Euro-Atlantic integration, development of Ukrainian-Czech ties, energy policy, cooperation between Ukraine and the IMF, etc.

President meets Mayor of Prague

Within the framework of his visit to the Czech Republic President Victor Yushchenko met with the Mayor of Prague Pael Bem.

At the meeting President Yushchenko thanked Mayor Bem for hospitality and for care about Ukraine, its citizens. “I hope that you will keep on finding time for our community and our national cause in your city within your tight schedule”, - he said.

Also sides discussed cultural cooperation between Ukraine and Prague city authorities such as placing a memorable plate at the place where the first Ukrainian embassy to the Czech Republic had been, preservation of great Ukrainians’ burials in Prague, study of Ukrainian archives of the Slavic Library in Prague, etc.

From the Prague Mayor President Yushchenko received a symbolic key to the city and signed the Book of Honorary Guests of the City Hall.

President meets Chairman of Czech Senate

In Prague President Victor Yushchenko took part in a working lunch with the President of the Senate of the Czech Republic Premysl Sobotka.

At the lunch Victor Yushchenko said that successful and effective interparliamentary ties between Ukraine and the Czech Republic play a very important role in development of relations between the two states.

He expressed gratitude to Czech parliamentarians for their support in recognition and commemoration of the Holodomor 1932-33 in Ukraine.

Beside that President Yushchenko praised Czech parliamentarian’s work in European institutions and said that their experience would be very valuable for Ukraine on its path towards membership in the EU and NATO.

President expresses appreciation of Ukrainian-Czech relations

In his today’s interview to mass media in Prague, President Victor Yushchenko said that he appreciates high level of relations between Ukraine and the Czech Republic.

“We don’t have any serious political, economic or diplomatic problems”, - he said expressing pleasure about results of today’s Ukrainian-Czech talks.

President Yushchenko thanked President Vaclav Klaus and to Czech authorities for their continuous support of Ukraine.

Separately he thanked Czech side for efforts in building a monument to Taras Shevchenko in Prague and for support in Ukraine’s efforts aimed at world recognition of the Holodomor 1932-33.

Eastern Partnership should not hamper process of Ukraine's European integration - President

In his today’s interview to mass media in Prague, President Victor Yushchenko said that the European Partnership initiative should not be replacement of our country’s European integration aspirations. “Ukraine does not perceive the dialogue within the framework of Eastern Partnership as an alternative to our integration expectancies, we are developing through the Association Agreement”, - he said. “We would not like the dialogue of integration replaced by other form, which does not foresee Ukraine’s membership in the EU”, - he explained.

At the same time President Yushchenko said that if the European Commission wishes to conduct a specific dialogue with a number of Eastern European countries, “such an initiative will never be excess”. According to him all the directions of such a cooperation, particularly boarder administration, energy saving or transport are important and “the dialogue would be welcomed”.

In Prague President Victor Yushchenko and President of the Czech Republic Vaclav Klaus conducted Ukrainian-Czech talks.

Sides have discussed bilateral cooperation between Ukraine and the Czech Republic. President Yushchenko pointed to positive dynamics in trade-economic cooperation development.

Also the two delegations touched upon questions of European integration of Ukraine, particularly the Association Agreement between Ukraine and the EU, introduction of visa-free travel for Ukrainian citizens, the Eastern Partnership initiative.

In Prague President Victor Yushchenko was officially welcomed by the President of the Czech Republic Vaclav Klaus.

After the ceremony Ukrainian and Czech delegations were introduced to each other. Ukrainian delegation includes acting Minister for Foreign Affairs Volodymyr Khandogiy, Defense Minister Yuriy Yekhanurov and Deputy Chief of President’s Staff Andrii Goncharuk.

President returns from Belgium

President Victor Yushchenko has finished his working visit to Belgium and went back to Ukraine.

President tlaks to media after “EU-Ukraine: Partners for securing gas to Europe” Conference

After the International Investment Conference on the Modernization of Ukraine's Gas Transit System in Brussels, President Victor Yushchenko held a press conference.

Speaking to journalists President Yushchenko said that “the project is pan-European and its results will have strategic value for both European gas market and Ukraine”.

He said that for Ukraine the conference was very important chance of reputing allegations of Ukrainian gas transit system’s unreliability and added that Ukraine considers integration of its gas system into European network one of fundamental constituents of the process of European integration.

Victor Yushchenko informed that according preliminary calculations Ukrainian side plans to attract 2,5 billion dollars into reconstruction of the gas transit system with most of the funds used for reconstruction of the pipeline, underground storages and measuring stations.

Also President Yushchenko said that Ukraine-EU format of the talks was aimed at discussion of applied problems of “gas transit rather than gas supplies”. He said that Ukraine does not reject idea of other formats of talks within the framework of similar investment forums. “We are open to such a dialogue”, - said Victor Yushchenko.

President meets representatives of international financial institutions

Within the framework of his working visit to Belgium President Victor Yushchenko met with representatives of international financial institutions: the World Bank, the EBRD and the European Investment Bank.

At the meeting President Yushchenko thanked IFI representatives for their participation in the International Investment Conference on the Modernization of Ukraine's Gas Transit System and expressed opinion that the future of the system is inseparably linked with its integration into European energy space.

State visit to the Czech Republic

On March 24 President Victor Yushchenko will go with two-day state visit to the Czech Republic.

Ukraine, EU, IFS's sign joint declaration on modernization of Ukraine's gas transit system

Following the International Investment Conference on the Modernisation of Ukraine's Gas Transit System, in Presence of President Victor Yushchenko and President of the European Commission Jose Manuel Barroso, the Joint Declaration was signed.

“EU-Ukraine: Partners for securing gas to Europe” International Investment Conference on the Modernization of Ukraine's Gas Transit System opened in Brussels.

From Ukraine participants of the conference were President Victor Yushchenko, Prime Minister Yulia Tymoshenko, Vice Prime Minister Hryhoriy Nemyria, Minister for Fuel and Energy Yuriy Prodan, acting Minister for Foreign Affairs Volodymyr Khandogiy, Deputy Chief of President’s Staff Andrii Goncharuk, President’s Commissioner on Energy Security Bohdan Sokolovsky.

The European delegation to the talks included President of the European Commission Jose Manuel Barroso, European Commissioner for External Relations Benita Ferrero-Waldner, representatives from the EU countries, as well as delegates from the USA, Russia, Japan, Canada Azerbaijan, Uzbekistan, Kazakhstan, Armenia, Moldova and Belarus, representatives from European gas companies, international financial institutions, etc.

Ukrainian side presented the plan of actions in such fields as:

  • preservation of technical capabilities of pipelines and underground storages
  • implementation of modern, effective and ecologically friendly technologies of gas transportation and storage
  • implementation of modern methods in inspection of technical condition of Ukrainian gas transit system facilities and collecting real-time data on the amount and quality of pumped gas
  • bringing technical parameters of Ukrainian gas transit system into accordance with European standards

President gives interview to Ukrainian Channel 5

President Victor Yushchenko gave interview to Ukrainian Channel 5.

In the interview President Yushchenko set forth his thoughts on talks between Ukraine and the International Monetary Fund, the International Conference on modernization of Ukrainian gas transport system scheduled on March 23, measures on stabilization of internal political and economic situation in Ukraine, etc.

Speaking about Ukraine-IMF cooperation Victor Yushchenko informed that next week he would hold a regular meeting with representatives of state authorities at which he expects them to complete work on anti-crisis package necessary for continuing cooperation between Ukraine and the IMF. He also repeated that resuming cooperation with the IMF is crucial for Ukraine in fighting economic crisis because it would give “green light for foreign investors”.

President demands investigation of attacks on „Get out everyone” incentive participants

President Victor Yushchenko wrote a letter to Prosecutor General Oleksandr Medvedko with the request to investigate implication of Ministry of Internal Affairs in the attacks on participants of „Get out everyone” public initiative, who had put their tents at the Independence Square in Kyiv.

President Yushchenko asked Prosecutor General Medvedko to inform him on the results in a ten-day term.

From its part Ministry of Internal Affairs is to provide its explanations on the above-mentioned incident, President Yushchenko requested Internal Minister Yuriy Lutsenko with the corresponding letter.

President takes part in observation of the 370th anniversary of Hetman Ivan Mazepa's birthday

Within the framework of celebration of the 370th anniversary of Hetman Ivan Mazepa’s birthday, in Mazepyntsi village of Kyiv region President Victor Yushchenko took part in a liturgy and put flowers near the monument to Ivan Mazepa.

Other participants of the event were Kyiv Regional Administration Head Vira Ulyanchenko, Minister for Culture Vasyl Vovkun, Defense Minister Yuriy Yekhanurov, Minister for Family Yuriy Pavlenko as well as state deputies, local authorities’ representatives, etc.

Later, in Kyiv, President Yushchenko took part in an opening of memorable stone at the at the place where St. Nicholas military Church built for Ivan Mazepa’s funds once stood.

President takes part in EPP Summit

In Brussels President Victor Yushchenko took part in European People’s Party Summit.

Within the framework of the summit President held a number of bilateral meetings with leaders of European countries, particularly with President of Romania Traian Basescu, Prime Minister of Belgium Herman Van Rompuy, Prime Minister of Luxembourg Jean-Claude Juncker and Prime Minister of Greece Kostas Karamanlis.

Also President Yushchenko addressed participants of the summit with a speech, in which he touched upon such subjects as Ukraine’s European energy security, international conference on modernization of Ukrainian gas transport system, etc.

President meets Swedish PM

Within the framework of his visit to Brussels, Belgium, President Victor Yushchenko met the Prime Minister of Sweden Fredrik Reinfeldt.

Sides discussed cooperation between Ukraine and Sweden in the field of European integration of Ukraine.

Particularly President Yushchenko and Prime Minister Reinfeldt talked over the Association Agreement between Ukraine and the EU with Ukrainian side expressing readiness to prepare and introduce the document already in the second half of this year.

Also President Yushchenko said that Ukraine is interested in active cooperation with Swedish Presidency in the EU in realization of Eastern Partnership incentive.

In addition the President and the Prime Minister discussed bilateral cooperation between Ukraine and Sweden in economy, investment, science, and culture.

In Brussels President Victor Yushchenko met with European Commission President Jose Manuel Barroso.

Main subject for discussion became preparation to Brussels conference on modernization of Ukrainian gas transport system, scheduled on March 23.

Speaking about the summit President Yushchenko said that Ukraine is very interested in it and he is sure it would be resulting for both side.

Jose Manuel Barroso from his part said that the conference “gives Ukraine unique opportunity to demonstrate its dedication to modernization of its gas transport system”, which is very important for restoring confidence in Ukraine’s energy sector.

Beside that sides discussed Ukraine’s anti-crisis economic policy. According to Victor Yushchenko Ukraine has a plan of reaction towards all challenges of world financial crisis, adding that the authorities managed to optimize trade balance, which was one of the most complicated issues.

The President also said that restoring cooperation with the IMF is very important for Ukraine to successfully overcome the crisis and expressed expectancies that the Verkhovna Rada would adopt all legislative acts needed for that as soon as possible.

After settling its relations with the IMF, according to Victor Yushchenko, Ukraine plans to broaden cooperation with European Investment Bank, EBRD, and other financial institutions “to shape response to challenges of world financial crisis”.

European Commission President agreed that cooperation between Ukraine and the IMF is very important and said that it would favor Ukrainian investment climate recovery. “This support is important because the challenges are very serious”, - said Jose Manuel Barroso, adding that in times of global crisis all responsible politicians should unite in overcoming negative tendencies.

President Victor Yushchenko gave interview to German ARD network.

The President answered questions about Ukraine’s European integration and cooperation between the EU and Ukraine in energy field, internal political situation in the state, etc.

“It is clear that after the situation with supplies of gas to European Union countries the ideology of European gas policy is revised. Therefore the model of Ukrainian segment of European gas market should be transformed as well”, - said Victor Yushchenko.

He said that Ukraine is interested in integration of its gas transport system into the European network adding that “it is the best position for perspective use of Ukrainian gas transit system”. “We support diversification and realization of principles that would preserve Ukraine’s permanent participation in shaping European gas market”, - he stressed.

Also, speaking about plans of modernization of Ukrainian gas transit network with support from European countries to be discussed on March 23 at a special summit, Victor Yushchenko emphasized that in no case this support should be considered “some sort of present”. “We are talking about mutually beneficial partnership”, - he said, adding that the modernization would allow increasing volume of gas transported to Europe, as well as enhancing network’s reliability.

President disputes cancelation of election to Ternopil Regional Council

President Victor Yushchenko addressed the Constitutional Court of Ukraine with a request to investigate constitutionality of Verkhovna Rada’s decision to cancel early election to Ternopil Regional Council.

President meets students and lecturers of Ternopil Economic Institute

Within the framework of his visit to Ternopil region President Victor Yushchenko visited Ternopil National Economic Institute, where he had a meeting with the students and lecturers.

At the meeting President Yushchenko made his comments on external policy of Ukraine, internal economic and political situation in the state, etc.

He said that in order to overcome the crisis in Ukrainian economy state authorities “should conduct applied work rather than turn to populism”. Among the most important problems the President named “weak budgetary policy”, misbalanced Pensions Fund and Naftogaz business plan. However, according to Victor Yushchenko, Ukrainian economy possesses substantial internal resources, which could be used to resist the crisis.

Beside that the President emphasized on importance of restoring cooperation with the IMF, thus giving a positive signal to international community that Ukraine has conditions suitable for business and investment.

Speaking about the early election to Ternopil Regional Council, President Yushchenko said that “the parade of judicial nihilism and political speculations around the election are aiming to deprive Ternopil region community of its right for freedom of choice”.

He urged the community to be responsible and to demonstrate the power of democracy and law and expressed expectancy that Ministry of Justice and regional law enforcement bodies provide proper democratic election in Ternopil region.

Consultative meeting on the situation in financial sector

On March 11, at 11.00 President Yushchenko will hold a consultative meeting on the situation at credits and currencies market.

Ukraine has done all the steps necessary for restoring cooperation with the IMF - President

Speaking to journalists after today’s meeting on coordination of state authorities’ work in economic crisis, President Yushchenko expressed assurance that Ukraine has done all the steps necessary for restoring cooperation with the International Monetary Fund.

According to him, today Ukraine has finished revision of disputed issues, particularly balancing Pensions Fund, state budget and ‘Naftogaz of Ukraine’ business plan.

President Yushchenko informed that the next week the Verkhovna Rada and the Government would dedicate to elaboration and discussion of a draft law on balancing Pensions Fund and similar document on partial balancing of the budget. Beside that, according to him, it is very important that the Government canceled all of its regulations, foreseeing coverage budgetary deficit through issuing internal state loan bonds, allowing the Cabinet to interfere into National Bank’s support of the economy and national banks, etc.

“I gave 24 hours for preparation of the letter on Ukrainian side’s intentions to be completed. And I hope that in this time the Ukrainian side will send this letter to the IMF Mission”, - said Victor Yushchenko.

President Victor Yushchenko met today with Prime Minister Yulia Tymoshenko, and National Bank Chairman Volodymyr Stelmakh. At the meeting sides discussed coordination of state authorities in economic crisis, particularly cooperation between Ukraine and the IMF.

“Positive shift is substantial. I think today Ukraine has finished revision of steps necessary for restoring the dialogue and renewing the work of International Monetary Fund’s program”, - said Victor Yushchenko.

President holds consultative meeting on judicial reform

President Victor Yushchenko held a consultative meeting on further implementation of legislative reform in Ukraine. The participants were Minister of Justice Mykola Onishchuk, Constitutional Court Head Andriy Stryzhak, Supreme Council of Justice Head Lidia Izotova and First Deputy Speaker of the Verkhovna Rada Oleksandr Lavrynovych.

In his opening word President Yushchenko said that “without proper functioning judicial system it is impossible to talk about equity in the society, democratization process or citizens’ ability to defend their rights”.

Despite a good basis for implementation of the reform, Victor Yushchenko said, the process practically has stopped due to political factors. “The Parliament has made first steps in examination of draft legislation in that field, but stopped the process not due to absence of professionalism, but because political leaders lack the will to continue it”, - he said.

Also the President emphasized that he would like to see judges contributing to the work of the Parliament and President of Ukraine aimed at pushing reforms forward.

President gathers representatives of Kyiv local authorities

President Victor Yushchenko held a meeting today with Heads of Kyiv District Administrations and representatives from Kyiv City Administration.

At the meeting President Yushchenko criticized Kyiv local government saying that “the work of Kyiv authorities should serve as an example for the country; it is a pity that everything is quite the contrary”. According to him lately Kyiv has become a center for permanent social protests, political tension and conflicts in key fields such as budgetary policy, infrastructure or business.

“Kyiv Mayor himself has become a subject for constant mockery and the author of projects, which humiliate and anger the community. This results in fully natural protest. What do local authorities do in response to that? They organize rallies in support of one of the sides in conflict, thus carrying the situation to the point of absurdity”, - said Victor Yushchenko. At the same time the problems remain unresolved, he added.

Speaking of these problems President Yushchenko first of all pointed to misbalance in tariffs policy, particularly to tariffs’ economic groundlessness. “It represents blatant violation which I will never accept”, - he said, explaining his previous decrees stopping relevant decisions of Kyiv Administration.

Also Victor Yushchenko pointed to debts of Kyiv Administration before ‘Kyivenergo’ for the consumed gas amounting to 1,4 billion hryvnyas. “Either say farewell to the populism, or prepare to finance it. Payments for the gas and heating should come in on time. It is your duty”, - said Victor Yushchenko.

Beside that President Yushchenko pointed to lack of efforts from Kyiv local authorities aimed at supporting business in the circumstances of economic crisis, and expressed displeasure with transport policy in the city. “Social tensions in the city were increased in result of the decision to raise prices for public transportation”, - he reminded.

Also the President brought up the question of land legislation violation in Kyiv. “The city is being destroyed. The authorities ignore legislation in such sensitive fields as land distribution. I would like the Prosecutor General to investigate all the cases in that field”, - he said.

With regard to the fact that Kyiv 2009 Budget has not yet been approved, President Yushchenko urged Kyiv authorities to reach constructive dialogue with the Government and to speed up its elaboration.

The President suggested that all participants of the meeting present their detailed reports on each of the problematic questions.

Today, on March 3, the draft letter to the IMF, approved at the meeting on coordination of Ukrainian state authorities work in economic crisis conditions, was officially sent to the fund, President’s Press Secretary Iryna Vannykova informed.

She also said that the roundtables between the President, Prime Minister, Verkhovna Rada Speaker, National Bank Chairman and representative of parliamentary opposition would be regular.

NJSC Naftogaz of Ukraine: All payments to Gazprom will be made according to the fixed terms

The NJSC Naftogaz of Ukraine will pay back to Gazprom company for the consumed amounts of gas in fixed by the contract terms. The process of filling the documents on imported by Ukraine in February volumes of gas and preparation of financial documents is on.

The necessary amount of funds has been accumulated on accounts of the Naftogaz of Ukraine NJSC, the part of which has been converted to US dollars.

The Naftogaz of Ukraine views as expedient not to stir up unnecessary strain around relations between the Naftogaz company and Gazprom.

President phones the IMF Managing Director

President Victor Yushchenko had a phone conversation with the IMF Managing Director Dominique Strauss-Kahn.

Victor Yushchenko informed Dominique Strauss-Kahn on the results of the coordinative meeting between Ukrainian state authorities’ representatives and on the draft letter, the participants approved at the meeting.

The IMF Director welcomed the fact that Ukrainian authorities have reached consensus and said that the letter increases Ukraine’s chances to get the loan.

President has phone talks with the World Bank President

President Victor Yushchenko had a phone conversation with the World Bank President Robert B. Zoellick.

Victor Yushchenko informed Robert B. Zoellick on the results of the coordinative meeting between Ukrainian state authorities’ representatives and on the draft letter, the participants approved at the meeting. He also expressed assurance that the IMF mission would return to Ukraine before the end of this week.

From his part Robert B. Zoellick expressed appreciation of Victor Yushchenko’s efforts aimed at consolidating Ukrainian state authorities around fighting the crisis.

State authorities agree upon draft letter to the IMF - President

After the meeting on coordination of state authorities’ work in the circumstances of economic crisis President Victor Yushchenko informed that the participants agreed upon a draft letter to the International Monetary Fund.

The document is to be inked by the President, the Prime Minister and the National Bank Chairman and would represent Ukraine’s readiness to restore cooperation with the fund.

Also President Yushchenko informed that participants of the meeting discussed perspective anti-crisis plan, introduction of alterations to 2009 State Budget, other important subjects and agreed to dedicate their next Monday’s meeting to privatization.

Presidents of Ukraine, Poland honor Huta Pieniacka massacre victims

In Huta Pieniacka President Victor Yushchenko and President of Poland Lech Kaczynski honored the memory of those who were killed in the massacre that happened there on February 28, 1944.

The two Presidents put flowers near the monument to the killed villagers and took part in the memorial service.
